The Comptroller/ Director of the Department serves as the senior official of the Organization in the area of finance and administration, reporting directly to the Deputy Director General for Management and Reform, and representing the Organization internally and externally, and in intergovernmental fora, discussions and negotiations essentially with member states, donors and as required with other stakeholders.Under the direct supervision of the Comptroller/ Director of DFM, and in close coordination with Divisions in DFM and other Headquarters (HQs) Departments, the Administrative Centres inManila and Panama and all Regional and Country Offices, the Financial Management Coordination and Support Officer will provide expert support to the Comptroller/Director of DFM in the management and overall coordination of the Department’s activities. The role combines high-level financial analysis, cross-departmental coordination, and proactive stakeholder engagement to ensure alignment with organizational goals and priorities. By supporting key initiatives, providing data-driven insights, and facilitating effective communication across internal and external stakeholders, the incumbent will serve as a critical driver for informed decision-making and the successful execution of DFM’s objectives and contribution to the Strategic Plan of IOM.Core Functions / Responsibilities: * Provide expert support to the Comptroller/Director DFM in the management of DFM’s human and budgetary resources, contributing to efficient resource allocation and utilization across the department.

  • Organize the administrative functions of DFM and supervise the administrative support team of the Director’s Office (DFM).
  • Facilitate effective communication and collaboration across DFM divisions and units, ensuring seamless integration and understanding of DFM strategies within the department and across the broader organization.
  • Conduct thorough financial analyses to generate data-driven insights, supporting informed decision-making on key organizational financial matters.
  • Prepare executive-level reports, briefings, and presentations for the Comptroller/Director of DFM, particularly for governing body and senior management meetings, executive sessions, and other high-stakes decision-making forums. Ensure alignment of divisional communications with DFM’s strategy and the broader organizational framework.
  • Provide support and leadership, as required, on critical departmental initiatives or strategic financial projects (e.g., system upgrades, financial restructuring, major budget reforms) to drive the achievement of key departmental goals.
  • Manage sensitive financial and organizational information with the utmost confidentiality, adhering to data protection standards and organizational policies.
  • Strengthen DFM’s liaison efforts with external and internal stakeholders, including member states, external auditors, UN agencies, and other international partners, by effectively communicating complex financial issues in a clear and accessible manner.
  • Conduct research on economic trends, develop financial forecasts, and assess potential risks and opportunities in collaboration with DFM divisions, delivering insights that enhance strategic forward planning.
  • Actively engage in the planning and preparation for Governing Body meetings in consultation with Member States on resources management issues and other DFM events. Contribute to the preparation of various documents for Governing Body meetings.
  • Conduct quality assurance checks on payment requests, purchase requests, and other transactions that will result in financial obligations, process HQ payment approvals and approve of DFM departmental transactions, as assigned.
  • Strengthen internal controls and support fraud prevention efforts by ensuring compliance with IOM’s financial and administrative policies, identifying potential vulnerabilities, and proposing mitigating measures.
  • Undertake duty travel relating to administration and finance that may be assigned in the overall interest of the Organization’s mandate and objectives.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience:Education

  • Master’s degree in Business Management or Administration, Finance, Accounting or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience.
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA),Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

  • Management experience at the international level, with a strong background in financial management, budgeting, monitoring, invoicing, and providing project management support; • Familiarity with IOM/UN accounting systems, software, and procedures, as well regulations, policies, and procedure Familiarity with IOM/UN accounting systems, software, and procedures, as well regulations, policies, and procedures, is highly desirable;
  • Proven experience in liaising with governmental authorities, donors, and partners;
  • Demonstrated expertise in preparing financial and narrative reports, budgets, invoices, and coordinating administrative activities;
  • Knowledge of corporate-wide cloud-based Enterprise Resource Planning (ERP) systems and/or other accounting systems, software, and procedures; and,
  • Experience in conceptualizing, designing, and delivering presentations and training programmes is desired.

Skills

  • Excellent communication skills, both oral and written, with fluency in preparing, reviewing, and presenting financial documents, reports, and analyses in English. This includes the ability to draft high-quality financial narratives, compile comprehensive financial statements, and prepare documentation for internal and external stakeholders with clarity and precision;
  • Excellent management, negotiation, and people skills, with a proven ability to navigate complex environments and build productive relationships with diverse stakeholders; and,
  • Strong organizational skills, with the ability to prioritize and manage multiple tasks effectively in a fast-paced environment, while adapting to varying and sometimes competing priorities.

LanguagesIOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
