  • Solicit, negotiate, and execute OT Agreements.
  • Be responsible for providing overall coordination and management of all OTAs, including solicitation, negotiation and execution, and for managing related concerns and issues.
  • Advise senior program staff in designing and developing program plans and strategies, including strategic assistance plans, funding plans, resource allocation plans, etc.
  • Develop new approaches and specialized provisions for use in the development, planning, and implementation of new OTAs that is supported or implemented by NHLBI.
  • Develop new policies, procedures and internal controls, and develop NHLB policy responses to HHS and NIH requests for input into proposed new and revised OTA policies and procedures.
  • Provide expertise on resources, regulatory consideration and technical information or recommendations which may impact the initiation, curtailment and termination of an agreement.
  • Serve as a focal point for sensitive legal and regulatory compliance issues, including representing to senior level management officials in organizations such as the GAO, HHS Office of the Inspector General and the NIH Office of the Director.
  • Evaluate the overall effectiveness and quality of OTAs by planning, designing, and executing ongoing internal audits, and initiate corrective action based on findings, which may require changes or modifications to policies or procedures.
  • Serve as a principal advisor to the Executive Officer, Director and other key staff throughout NHLBI on all OTAs.

QualificationsIn order to qualify for a Supervisory Other Transactions Authority Agreement Specialist, GS-1101-15, you must have 1 year of specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: soliciting, negotiating, and executing non-traditional agreements related to research, prototype, and/or production; evaluating business objectives and negotiating complex terms and conditions for other transactional agreements that may deviate from traditional mechanism, policies and procedures; providing leadership to other team members; assisting with staff in prioritizing work.You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.Do not copy and paste the duties, specialized experience, or occupational assessment questionnaire from this announcement into your resume as that will not be considered a demonstration of your qualifications for this position.To determine your qualifications and referral status, we may review your resume and supporting documentation and compare it against your responses to the vacancy questionnaire.
