This includes the implementation of the HSSE plan and providing HSE oversight for activities within the Musandam Cluster-comprising the Musandam Gas Plant and Block 8 Offshore operations-to ensure contractor HSE compliance, achieve zero HSE incidents, and promote productivity and operational continuity.The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as policies, guidelines, and international standards. It will be supported by IT technology platforms, HSSE standards, Oman’s governmental and legal frameworks, and best international practices, aligned with national objectives.Main Tasks and Responsibilities
- Monitor daily operations to ensure safety on and off-site, including offshore activities.
- Implement operations HSE plans and procedures.
- Ensure compliance with Safe Work Practices (SWP), such as PTW, Safe Isolation, and Safe Operating Procedures (SOP) for tasks like sampling, loading/offloading, and positive handover.
- Effectively implement and monitor operational process safety management for live facilities.
- Review contractor HSE plans, method statements, and Task Risk Assessments (TRA) to ensure suitability and fitness for purpose.
- Facilitate TRA meetings and ensure control measures are implemented by the job owner.
- Monitor contractors’ daily activities to verify implementation as per plans and procedures.
- Enforce OQEP and international HSE management systems, including ISO 14001 and ISO 45001.
- Develop corrective and preventive actions to mitigate potential impacts on OQEP assets due to HSE issues.
- Conduct HSE management system audits to ensure compliance with OQEP and contractor obligations, project HSE plans, and programs.
- Evaluate and monitor contractor and sub-contractor HSE performance, ensuring adherence to OQEP HSE policies and systems.
- Initiate and participate in risk management procedures, including the preparation of risk assessment registers and HRAs.
- Assist in updating the environmental aspects register per approved environmental compliance procedures.
- Execute all HSE audits and inspections in line with OQEP HSE MS requirements.
- Enforce and monitor the implementation of the HSE management system within OQEP facilities.
- Report all incidents, accidents, and near misses per OQEP incident reporting and investigation standards and procedures.
- Lead and facilitate TapRooT incident investigations and root cause analysis (RCA).
- Conduct in-house HSE training and establish training programs for specific job roles on company HSE procedures.
- Conduct and participate in camp health and hygiene inspections.
- Prepare yearly, quarterly, and monthly statistical reports, dashboards, and INTELEX reports.
- Monitor HSE performance progress, maintain high awareness levels, and encourage employee participation in risk assessments and OQEP safety observation programs (OIC).
- Provide HSE support to all OQEP field assets to ensure safe and efficient operations (ALARP).
- Ensure the availability and operability of safety and emergency response equipment with up-to-date certifications.
- Conduct toolbox talks (TBT) and provide advice on industrial safety best practices.
- Participate in periodic field operations progress meetings (daily, weekly, monthly, etc.).
- Assist in the preparation and implementation of site emergency response procedures.
- Participate in emergency response and crisis management training and exercises and act as part of the on-scene command structure in field events.
- Manage incidents, including on-scene commanding and control.
- Document incident data and feed essential information into the HSE database (INTELEX) to facilitate follow-up and closure of corrective and preventive actions.
- Develop local HSE procedures and conduct lateral learning sessions using incident presentations and alerts.
- Analyze HSE leading and lagging indicators and provide feedback based on the HSE database.
- Initiate and lead emergency exercises in line with company SOPs.
- Enforce OQEP life-saving rules and implement OPAL HSE standards.
- Conduct field HSE inductions for OQEP staff, visitors, and contractors.
- Train and coach field personnel on OQEP HSE policies and procedures, including ISSOW and PTW.
- Review the HSE aspects of contractors’ method statements, plans, schedules, and procedures to ensure alignment with contractual agreements.
- Conduct road safety compliance spot checks and participate in road safety campaigns to enhance standards.
- Review Management of Change (MoC) documents to ensure risk assessments are completed and controls are in place.
- Participate in HAZOP, HAZID, SIL, and other AI-PSM risk management studies.
- Work safely and proactively promote the safety of self and others at work.
- Actively participate in and promote the company’s occupational health, safety, security, and environmental culture.
- Perform stand-by or on-call duties when required.
- Complete any other related tasks as assigned.
- Conduct daily HSE inspections, audits, meetings, stand-downs, and toolbox talks (TBTs).
- Assist with internal and external HSE audits by resolving issues identified.

- Minimum qualifications for this position is a bachelor degree in engineering and safety science or equivalent.
- NEBOSH International General Certificate (IGC).
- Certified food safety level 3
- Certified lead auditor IMS.
Language RequirementsExcellent knowledge of written, read, and spoken English (required), Arabic – Native (desirable)Background and ExperienceCompetencies and Skills
- Minimum 8 years’ experience as an HSE Advisor or Supervisor preferribly in upstream operations (Onshore and Offshore).
- Experienced on in hydrocarbon processing plants operation and maintenance, Facilities construction and general infrastructure HSE.
- Experienced in occupational health & safety, and HSE MS.
- Detailed understanding of oil and gas industry standards and the requirements of the more frequently referenced standards. Includes knowledge of basic health and safety concepts such as hazard and risk assessment, personal protective equipment, behavior-based safety, machine/ equipment safety, confined space entry, etc.
- Experience of upstream oil and gas industry.
- Experience in conducting the activities necessary to meet the principal accountabilities.
- A self-starter with a strong delivery-oriented attitude.
