Reporting to: Head of Central operations MAFJob purpose:
Manages the Capability Development Coach program at MAF under Head of Central Operations MAF through (1) the designs, planning and implementation/delivery of a comprehensive Learning and Development plan for each employee aligned to department strategic goals & objectives (2) manage the delivery of an integrated learning and development solution to build the effectiveness & capability of staff and develop organizational effectiveness and performance; to provide a reliable platform for training and ensure that staff is properly assessed while training courses provided would further enhance their capabilities of operations, skills and competencies.
The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.Main tasks and responsibilities:

ON-SITE
AREA 1: Heavy Oils – Distillation process:

  • CDU: crude oil distillation unit
  • KMU: Kerosene Treatment
  • SWU: Sour Water unit,

AREA 2: Catalytic Reforming process for upgrading naphtha feedstocks into high octane gasoline blending components

  • Platformer
  • CCR (Continuous catalyst regeneration)
  • GTU (Gasoline Hydrotreated Unit)
  • NGHRU (Net Gas Hydrogen Recovery Unit)

Area 4 Hydro Processing:

  • Hydro – treatment unit (NHTU)

Accountabilities:
 Contributes to the preparation of Individual Development Programs (IDPs) in conjunction with line managers, Training Department and Performance Management team to provide systematic guidelines towards competency enhancements of individuals.
 Develop, implement, and monitor Staff Development Strategy; ensuring that this complements department strategic direction and business goals & objectives.
 Formulates systems for the alignment of the training plan with performance management, succession planning, and leadership development.
 Developing and implementing People Planning, including all learning and development as per IDP, working collaboratively with relevant departments (Training & HR) to meet their set goals.
 Contributes to the development and implementation of ITQAN competency program to achieve department goals and objectives.
 Coordinate with department managers and HR departments to identify individual and team business-related training needs.
 Working pro-actively with Training Department and Third-Party Training Providers to commission/develop appropriate training and interventions to improve and enhance the learning and development offer.
 Act as the Subject Matter Expert (SME) to the organisation on learning and development, providing professional advice and support to the business, and ensuring that the strategic contribution that learning makes to the organisation is understood.
 Monitoring & evaluating operational needs, identifying planned solutions on succession planning, talent management, and training for department’s staff.
 Reviews staff performance appraisals to identify skill gaps and conduct Training Needs Analysis (TNA)
 Conducts assessments of staff after completion of training programs to ensure the training objectives have been achieved.
 Prepares, implements, and evaluates transition training plan for operations trainees.
 Develops and implements a Career Progression Program by identifying the appropriate criteria, competency level, and skill required for specific positions in conjunction with the Process Trainers, Training Department, and Department Manager.
 Coordinates the preparation, implementation, and monitoring of the on – the – job training and summer programs for students assigned to the area and/or function from various educational institutes in Oman.
 Supervises the preparation and implementation of orientation programs for new employees, company visitors, etc.
 Evaluates and validates training and career development activities by analysing course evaluation forms/feedback and proposes corrective measures to ensure effective/improved training and development results.
 Mentors and counsels’ new employees and ensure they have a thorough understanding of the organisation and function objectives and their individual career goals/career ladder / Career progression plan.
 Develops weekly / monthly reports as required by the departmentKey interactions
Internal: All TSD Staff (Managers, Team Leaders, Engineers, etc.), Process Trainer, Training Department, ITQAN focal point, Area Manager, HSE & Fire Department, and HR
External: Contractors, Vendors, 3rd Parties, Consultants & Suppliers
Notable Working Conditions: Field Operations and office environment, Moderate to intensive computer screen use.
Education requirements: Bachelor’s Degree in engineering or equivalent.
Language requirements: Excellent knowledge of written, read, and spoken English (required) Arabic – Native (desirable)Background and experience:

  • 10+ years of relevant experience
  • Knowledge of internationally recognized Standard Operating Procedures (SOPs) in a process plant.
  • Refinery Operation Planning and Scheduling – including the use of computer-based tools.
  • Knowledge of HR functions.
  • Experience in drafting and improving SOP/ training manuals.
  • Experience in developing and implementing organizational development initiatives.
  • Knowledge of the refinery process and plant equipment.
  • Knowledge of reading and interpreting P&ID & PFD
  • Sound judgment in technical matters with good skills in engineering field.
  • Proven experience with Personal Safety Management.
  • Good knowledge of HSE / SCE equipment & plans.
  • HSE (Permit to Work – PTW, Confined Space, Process Safety, H2S Awareness, Basic Fire Fighting, HAZOP., Good knowledge Managing Risks and Hazards, Emergency Response
  • Knowledge in estimating, budgeting, and cost control.
  • Refinery pre-commissioning, commissioning, and start-up.
  • Worked Previously as Process Trainer/ OTS trainer is preferrable as already get involved in Itqan process.
