(Full Time)Equivalent UNDP Scale:Background:The Project for the Stabilization and Economic Recovery through Social Cohesion, Local Governance and Livelihood Opportunities is implemented by United Nations Development Programme with the financial assistance from the government of Japan. The project aims to promote social cohesion, support economic livelihoods and strengthen local governance institutions in Kurram and Orakzai districts. The project specifically focuses on youth and women inclusion and contributes to the stabilization and economic recovery of local communities in the target districts. The project will benefit 200,000 individuals through its three key outputs.UNDP has designed the project keeping in view the changed context of the Merged Areas (MAs) with a focus on medium to long-term development. The planned interventions build on UNDPs work in this domain with the aim to bring stability and sustainability through actively engaging with the district and local government authorities. The focus is on economic development, through facilitating Common Facilities Centers (CFCs) for women economic empowerment, and skills training including life skills, digital and entrepreneurship training. Youth will also be engaged in dialogues to promote social cohesion and stability. Enhancing the capacity of village level governance institutions will ensure greater synergies between communities and local government ownership that will contribute to its sustainability.Under the Support to economic recovery and local governance through improvement of basic infrastructure and building trust between communities and local government.UNDP has following targets: * Rehabilitation of 80 community physical infrastructure schemes.

  • Identifying 35 sites for the construction of prefabricated offices for 35 village councils, 22 in Kurram and 13 in Orakzai. This activity will contribute to strengthening the local governance systems in the project areas.

Scope of Work

  • Site Engineer will review the Design, BOQs for all the selected sites of the project.
  • Site Engineer will validate/verify the Bill of Quantities for each activity as per actual situation on the ground.
  • Site Engineers will ensure the timely completion of 80 CPIs and 25 VCNC Offices by coordinating with the selected contractors.
  • Site Engineers will carryout quality assurance visits on regular basis and will share updates with SIDP team in Peshawar.
  • Site Engineer will prepare detailed validation report and in case of variance will submit detailed variance analysis and submitted to SIDP team in Peshawar.
  • Site Engineer will submit their recommendation for any additional work on sites or reducing any activity from current scope of work with strong justifications.
  • Site Engineer will submit final report with final version of BOQs, approved Technical Specifications and final drawings.
  • Conduct regular meeting with District Administration and concerned line departments to update them on the progress of the activities.
  • Conduct meeting with community organizations in case of any issues faced during the implementation and provide solutions to avoid any delay in work.
  • Develop contingency plans in case of any foreseeable security situation that can affect the work.

Qualifications & RequirementsRecruitment QualificationsEducation:The candidate should possess High School Certificate/Diploma of Associate Engineering (DAE) Bachelor of Technology Honors (B-Tech) Civil from recognized institutes. University Degree in the relevant field will be given due consideration but is not a requirement.Experience:

  • Minimum 6 years with high school and 3 years with Bachelors Degree of relevant experience in civil works as site engineer.
  • Must be able to read/analyze structural drawings and quantify/on site verification of work done.
  • Undertaking cost analysis valuing civil works.
  • Preparing, reviewing, analyzing BOQs as required.
  • Experience of working on complex, multi-site operations.
  • Providing technical assistance to the civil work contractors and management in dispute resolution.
  • Experience in the usage of computers Microsoft Office excel, Auto Cad and other related software is essential.
  • – Good computer knowledge working with MS. Word, MS PowerPoint, and MS Excel.
  • – Fluency in English and Urdu (written and spoken) is required. Working knowledge of Pashto is an asset.
  • – Willingness to travel to settled or newly merged districts in KP.

Reporting lines: Direct and dotted line:

  • The site engineers will work under the direct supervision of the Livelihood Specialist in sub office Peshawar.
  • Periodic progress reporting to the Project Engineers within stipulated timelines
  • The site engineers will coordinate with SIDP for all matters related to the contract including the approval of the contract deliverables, certification of work completed and final evaluation and payment
  • Payment:

Payments will be released on the basis of monthly timesheets on prescribed template duly approved by the Project Engineer and Livelihoods Specialist. The timesheets should be strictly in adherence to the scope of work as defined in the TORs and to include the following:

  • Effective liaison and coordination with key stakeholders on a regular basis demonstrated by the number of meetings and engagements (not less than 2-3 meeting minutes/record notes)
  • Site visits followed by the progress reports of each package (site-wise).
  • Travel cost outside the duty station will be covered.
