Job description: Cluster / Department: Bureau Support, Strategy and Planning Division, HA Head OfficePay: HK$72,704 – HK$87,341 [HMPS point 4 – 8] per month including Monthly AllowanceUp to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance.Key ResponsibilitiesThe Senior Statistical Analysts will be seconded to the Research and Data Analytics Office, Health Bureau (HHB) with main duties as follows –1. Lead and supervise a team of Statistical Analysts I/II to carry out the tasks as planned in statistical production processes, including the conduct of statistics compilation and data analytics using data in the Data Analytics Platform (DAP) and other data sources to support evidence-based policy formulation and resource allocation, services planning and evaluation by the government.2. Collect and consolidate user requirements to formulate specifications of statistical and data analytics outputs and deliverables.3. Design structured processes of extraction, organisation and transformation of data into analysable datasets supporting data visualisation, data analytics and statistical modelling.4. Monitor the progress of statistical surveys and the quality of work submitted by survey vendors.5. Maintain and enhance statistical systems, including but not limited to Domestic Health Accounts, Population-based Health Dataset and analytics deliverables from DAP, to produce statistics and data analysis for users.6. Assist in the design and planning for set-up of a health survey portal in DAP.7. Assist in the development of data governance mechanism to facilitate processes such as data cataloguing, data lineage and access control.8. Carry out quality assurance procedures in the statistical production processes.9. Provide data analytics advice and support to the development of the 2nd Generation electronic Grant Management System.10. Handle any other related duties as assigned by senior officers.Entry Requirements1. A bachelor degree in Statistics, Data Science or equivalent.2. At least 5 years’ post-qualification experience in statistical analysis and computing work, or research related work.Preferable Attributes / Exposure1. Knowledge of and experience in statistical computing techniques and application of statistical packages & data visualisation tools such as SAS, Tableau, Python, R, GIS.2. Knowledge of and experience in applying and deploying AI and big data techniques for data processing, data visualisation and data analytics.3. Experience in handling demographic, socio-economic and health-related statistics.4. Experience in statistical analysis and computing work, economic and geospatial analysis, or research related work at health settings.5. Proficiency in Microsoft Office applications (including Excel, PowerPoint, Access, Word and Outlook).6. Good command of both spoken and written English and Chinese.7.
