Job description: L3Harris Communication SystemsSenior Specialist, Capture/Proposal ManagementHamilton, BrisbaneThe Opportunity:In this role you’ll join the Australia/NZ sales team at L3Harris Communications Australia. You will play a key role in L3Harris’ success by leading cross functional teams through the full pursuit and proposal lifecycle – developing technical and management solutions, cost elements and contractual terms that position the company for success. You will develop capture strategies and business solutions by conducting market intelligence analysis, identifying high-value market segments, assessing competitors, establishing teaming arrangements and defining price-to-win strategies. You will identify the correct pursuit team resources. You will collaborate closely with Business Development, Account Management, Sales Engineering, Program Management, Engineering, Operations, Contracts and Finance to formulate solutions that meet customer needs and deliver a value proposition. Ensure proposals are compliant, as approved within the business, highly competitive, and structured for seamless execution post-award. You will be responsible to the Regional Managing Director for International Sales/ Account Management. Beyond the tactical execution of capture efforts, this role will contribute to shaping long-term business growth through proactive engagement with customers, analysis of changes in defence priorities and policies and opportunity identification.Essential Functions:

  • Leverage relationships across Defence and industry partners to strengthen L3Harris positioning within key Australian Defence programs, aligning capture efforts with broader customer needs and strategic objectives.
  • Manage all aspects of rapid response proposal development, from RFP receipt through customer receipt of final a submission—including writing, editing, illustration, cost estimation, and production coordination.
  • Analyse solicitations (RFP, RFQ, RFI, Task Order etc.) in conjunction with other customer requirements and communications and determine final document structure.
  • Work with subject matter experts to develop a technical solution.
  • Prepare detailed proposal plans, schedule, outline and compliance matrix for assigned pursuits.
  • Coordinate and lead major project meeting events: Kick-off Meetings, Price Strategy Meetings, Technical reviews, Price to Win, Risk, Schedule, Colour reviews (under the Shipley model) and Compliance Matrix.
  • Manage cost estimation efforts; assist with estimate development.
  • Lead effective storyboarding and development of strategic win themes and discriminators as appropriate.
  • Meet established deliverables and production deadlines; support final proposal production activities as needed.
  • Manage writing assignments and receipt of all proposal materials with authors and teaming partners.
  • Communicate proposal-related requirements and status with proposal team and senior management, as appropriate.

Qualifications:

  • Bachelor’s Degree and minimum 4 years of prior relevant proposal experience. Graduate Degree and a minimum of 2 years of prior related proposal experience. In lieu of a degree, minimum of 8 years of prior related proposal experience.

Preferred Additional Skills:

  • Management skills to direct and orchestrate medium-sized proposal teams
  • Experience with Certified Cost Proposals
  • Relevant professional experience in Shipley TM-style Proposal Management or similar
  • Experience working on development programs in a defence contracting environment
  • Experience as a customer proposal evaluator
  • Strong communication skills; experience writing and presenting technical information to customers and leadership
  • Excellent interpersonal skills with the ability to engage effectively at all levels of the organisation and with external stakeholders
  • Ability to function effectively in a fast-paced, deadline driven environment
