Tēnei tūranga – About the Role:We are looking for a senior policy advisor to join the Immigration (International and Humanitarian) Policy team.You’ll be part of a team with a policy programme that directly impacts the lives of New Zealanders and prospective migrants and refugees.You will have the opportunity to work with a wide range of other agencies and make connections across a range of government systems with a focus on the labour market, social services and our international and humanitarian objectives. You will need to work closely with stakeholders including employers, education providers and refugee and migrant communities and advocates.Your work will benefit from your initiative and creativity, and your desire to engage and collaborate will be valued.About our Senior Policy AdvisorsOur Senior Policy Advisors work on complex and high-profile government policy projects. They apply their policy expertise to deliver results for New Zealand. They use their strong communication and influencing skills to engage and work collaboratively with various groups. They have great knowledge of legislative frameworks and processes, Te Tiriti o Waitangi principles, and a strong understanding of the wider political environment to better position New Zealand for the future.Our Senior Policy Advisors work across different levels to share their own knowledge with others. With the wide variety of work across the different policy areas, there are numerous development opportunities to grow and build their careers within MBIE.About the team:The Immigration (International and Humanitarian) Policy team provides advice on immigration policies related to:
- refugee and humanitarian settings, including the Refugee Quota programme and responses to humanitarian emergencies
- international engagement, multilateral for a (UN, OECD etc), bilateral engagement, and trade negotiations
- international education
- Pacific migration settings, including the Recognised Seasonal Employer Policy, and
- national security settings.
The International and Humanitarian team works alongside two other Immigration Policy teams (Border and Funding, and Skills and Residence). All team members have opportunities to engage with Ministers, industry, and communities. The work programmes across the three teams are flexible and calibrated according to the Government’s key priorities.The team sits within the Labour, Science and Enterprise Group at MBIE where connections are made to how immigration settings can align with and support wider labour market and economic objectives. We work closely with other agencies, including the Ministry of Foreign Affairs and Trade and with refugee and migrant communities and advocates.The team also works closely with Immigration New Zealand to ensure that operational considerations are part of policy analysis, and that there is policy oversight of how policies are being implemented.Ngā pukenga me ngā wheako e hiahiatia ana – Skills and Experience Required:We are looking for motivated people with experience in solving complex problems and formulating high-quality policy advice for a range of stakeholders and projects.Ideally you will have:
- Experience leading policy projects within central government
- Understanding of Te Tiriti o Waitangi principles and application of these in public policy and in partnership with Māori
- Wide ranging knowledge of policy development disciplines and processes
- Strong stakeholder relationship building, influencing and engagement skills to gain the cooperation and commitment of others
- Demonstrated capability in working with Ministers, senior public service officials, internal and external stakeholders
- Passion for leading and coaching others to develop their policy craft and take their careers to the next level
- The ability to work through ambiguity and deliver results
- Experience working with data and monitoring, with a view to supporting policy development
