Job description: Position: Senior Manager (Strategic Purchasing)Rank: Chief Executive OfficerDepartment/Cluster: Strategic Purchasing Office, Strategy and Planning Division, Hospital Authority Head OfficePay: HK$158,552 to HK$182,669 [HMPS point 20 to 24] per month including Monthly AllowanceUp to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance.Key Responsibilities:The post-holder will be seconded to the Strategic Purchasing Office (SPO), Health Bureau with main duties as follows:1. To provide strategic support to the Chief Manager (SPO) in formulating and coordinating governance reporting matters such as advising on governance pathway, drafting and coordinating submissions to governance platforms.
2. To establish and implement strategic directions, operational objectives, plan and policies and to steer and lead the team towards the goal of the institution.
3. To implement change and long-term plans and monitor the performance to ensure that all operations run smoothly and align with the goals and strategic objectives.
4. To oversee the incident and complaint management, as well as compliance measures by engaging with stakeholders to conduct inspections, implement corrective actions and develop improvement plans.
5. To coordinate resources bidding under the Government Resource Allocation Exercise and Envelope funding.
6. To support in departmental administrative and human resources related matters.
7. To support in effective and efficient formulation and procurement of Strategic Purchasing Programmes (SPPs) in line with the Government policies as well as SPO’s overall direction.
8. To support in driving synergy among the wide range of programmes as well as driving team synergy between the teams comprising both civil servants and HA staff.
9. To oversee the establishment of programme formulation strategies and mechanism to support timely commencement of SPPs according to planned schedule.
10. To formulate procurement plan for SPP initiatives to ensure that they are in compliance with Government prevailing procurement regulations/circulars and prescribed legal procedures, as well as the best practices issued by ICAC.
11. To oversee the execution and progress of the procurement plan according to planned schedule, and review and adjust the plan as the initiatives evolve.
12. To strengthen cooperation with relevant stakeholders such as legal teams for needed advices in the formation of programme terms and conditions, tender documents and contracts.Entry Requirements:1. A university degree or equivalent.
2. At least 10 years’ post-qualification managerial experience in management function / respective profession / function of the post, of which at least 5 years’ experience is in senior management level / professional level (e.g. Senior Executive Officer or equivalent level).
3. Good command of both written and spoken English and Chinese.Preferable Attributes/Exposure:1. Proven track record in providing professional administrative support in the Government and/ or public organization environment.
2. Proven track record in planning/ delivering new service initiatives and/ or sizable projects.
3. Experience in handling legal matters.
4. Strong leadership qualities and committed to achieving strategic results.
5. Strategic thinking and planning ability.
6. Excellent interpersonal and communication/ presentation skills.
7. A good team leader and able to steer and work in collaboration with others to deliver results.
8. Analytical, innovative, able to manage complexity and work under pressure.Remarks:
