Market Data Services team is a global team with team members located in London, Dublin, Hong Kong, Japan and Dalian. Our vision is to provide first class market data sourcing and management service that delivers fast and cost effective market data to systems and users within FIL. Market Data Administration is one of the key function within the team to handle adminitratoin related process. This include, but not limited to, processing of user request, ensuring correct and timely payment of market data invoice, managing market data inventory, reporting our market data usages to exchanges and data vendors etc.About your role
We are seeking a highly motivated and experienced professional to lead Market Data Stakeholder Engagement and Governance at a global level. This mid-level management role will act as a strategic partner to internal stakeholders, developing a robust engagement framework to ensure business alignment and compliance with market data governance policies. The successful candidate will have extensive knowledge of the asset management industry, a solid understanding of financial markets, and experience navigating global regulatory requirements.
This role is critical in ensuring market data governance, including monitoring, and enforcing compliance with data usage agreements and regulatory obligations. The individual will work closely with business units, legal, compliance, and external vendors to safeguard adherence to contracts and prevent unauthorized data usage.Key Responsibilities:
1. Stakeholder Engagement and Business Partnership

  • Develop and implement a Market Data Stakeholder Engagement Framework to improve collaboration and alignment with business needs.
  • Act as a trusted business partner to internal clients across multiple business units, helping them understand market data services and solutions.
  • Foster strong relationships with internal stakeholders to ensure their data requirements are effectively managed and supported.
  • Regularly engage with senior business leaders to provide insights, updates, and strategic direction on market data matters.

2. Market Data Governance and Compliance

  • Design and enforce a Market Data Governance Framework to ensure compliance with data usage agreements and regulatory requirements.
  • Monitor and manage market data usage to prevent breaches, such as unauthorized downloading or distribution of data.
  • Collaborate with Legal and Compliance to ensure the business adheres to global regulatory obligations.
  • Conduct regular audits, training, and awareness sessions to promote a culture of compliance and governance across the organization.
  • Ensure compliance with exchange data usage policies, overseeing usage gathering and declaration requirements.
  • Facilitate and complete ad-hoc exchange audits, challenging exchange assumptions on usage and reaching commercial agreement on charges.

3. Vendor and Contract Management Support

  • Support the management of key vendor relationships, ensuring alignment with business needs and governance standards.
  • Work closely with the procurement team to review and enforce contractual terms related to data usage.
  • Advise business units on permissible data usage under vendor agreements.
  • Support the Product, Distribution and Investment management teams with index selection and delivery for fund launches. Work with these teams to educate them on optimal index use for FIL.

4. Risk Management and Reporting

  • Identify and mitigate risks related to market data governance and regulatory compliance.
  • Develop and deliver regular reports on governance performance, compliance status, and stakeholder engagement progress to senior leadership.
  • Analyse action and remediate Market Data vendor risk events where necessary.

About you
Required Skills and Experience:

  • Extensive knowledge of asset management and financial markets, with a deep understanding of market data services.
  • Proven experience in stakeholder engagement, business partnering, or client relationship management roles within a global organization.
  • Strong understanding of market data governance frameworks, compliance, and vendor management.
  • Familiarity with global regulatory obligations related to market data usage (e.g., MiFID II, GDPR, SEC rules).
  • Excellent communication, negotiation, and relationship-building skills.
  • Demonstrated ability to influence senior stakeholders and drive organizational change.
  • Analytical mindset with strong problem-solving capabilities.

Preferred Qualifications:

  • Experience in a market data governance role within asset management, financial services, or a similar regulated industry.
  • Knowledge of market data providers and platforms (e.g., Bloomberg, Refinitiv, S&P Global).
  • Strong understanding of legal and contractual aspects of market data services.
  • Professional certifications in governance, compliance, or financial services (CFA, FRM, or similar) are a plus.
