Job description: The Property Management Services Authority (PMSA) is the statutory body established under the Property Management Services Ordinance (Cap 626) and is tasked to regulate and promote the development of the property management industry. For further details about the PMSA, please visit website at www.pmsa.org.hk.ResponsibilitiesReporting to the General Manager (Regulatory), the appointee will be required to supervise junior officers in discharging their duties in the PMSA, as well as to:

  • supervise the handling of complaint cases and compliance inspection, and engage with the PMSA licensees for resolving issues when required;
  • carry out investigations and gather evidence for alleged disciplinary offences in accordance with the PMSO and other relevant ordinances;
  • assist in preparing and drafting proceeding documents for disciplinary and appeal hearings;
  • prepare for and attend disciplinary hearings of the PMSA;
  • liaise with other authorities and law enforcement agencies for enforcement issues;
  • assist in drafting and promulgation of the code of conduct and best practice guide for the property management industry; and
  • undertake ad-hoc tasks as assigned from time to time.

Requirements

  • A recognised university degree, preferably with relevant legal studies;
  • A minimum of 10 years post-qualification relevant working experience with a minimum of 5 years supervisory experience;
  • Experience in handling complaints, dealing with regulatory / investigation / disciplinary / civil or criminal proceedings preferably in governmental departments / statutory bodies / authorities;
  • Good command of both written and spoken English and Chinese (preferably attained Level 4 or above in HKDSE, or Grade “C” or above in English Language (Syllabus B) and Chinese Language in HKCEE, or equivalent);`
  • Strong communication, problem-solving, analytical and drafting skills;
  • Good commend in Microsoft Office applications including Word, Chinese Word Processing and PowerPoint;
  • A team player with a strong sense of responsibility; and
  • Independent and able to work under pressure and tight time schedule.

Terms of AppointmentRemuneration will be commensurate with qualifications and experience. A 3-year contract will be offered to the successful candidate.
