In this pivotal role, you’ll help shape the future of our cities and regions by crafting compelling, evidence-based investment cases that enable our clients to secure funding for transformative infrastructure and transport projects.Sitting at the crossroads of policy, planning, and economics, you’ll influence the direction of major initiatives, ensuring they align with strategic objectives and deliver real, lasting benefits for communities. As a trusted advisor, you’ll play a key role throughout the investment lifecycle, turning complex challenges into clear, actionable cases that meet the requirements of government frameworks and unlock critical investment decisions.How you’ll make a difference

  • Lead or contribute to the development of robust investment cases, including Strategic Assessments, Programme Business Cases, Indicative Business Cases, and Detailed Business Cases.
  • Collaborate with multi-disciplinary teams to shape strategic problem definitions, options analysis, economic assessments, and implementation planning.
  • Confidently engage with clients, including central and local government agencies, helping guide projects through assurance processes and funding gateways.
  • Apply strategic thinking to align infrastructure initiatives with broader policy outcomes, such as emissions reduction, mode shift, urban regeneration, and resilience.
  • Support business development efforts by identifying opportunities, preparing proposals, and strengthening client relationships.

  • 6+ years’ experience in investment planning, transport or infrastructure advisory, public policy, or economics.
  • Proven experience developing investment cases or business cases aligned with government frameworks e.g., New Zealand Treasury’s BBC approach or Australian equivalents
  • Strong written and verbal communication skills, with the ability to distil complex problems into clear strategic narratives.
  • Demonstrated understanding of transport, infrastructure, or urban development sectors coupled with the ability to lead or contribute to multi-disciplinary projects in a collaborative environment.
  • Bachelor’s degree (or higher) in a relevant discipline such as Public Policy, Planning, Economics, Engineering, or Transport.
