About the BranchThe Compliance Branch provides specialist services to support efficient and effective compliance actions across all CER schemes. These services can include actions and activities that will help the CER to better understand who the participants are and to explain their behaviours so that we can provide targeted and timely guidance and outreach activities to enable them to meet their obligations. The Branch can also help to detect non-compliance and to facilitate and enforce compliance within each scheme.The Branch has four sections:
- Compliance and Enforcement Section – undertaking proactive and reactive compliance activities including investigations and developing and delivering compliance and engagement programs to prevent, detect and address serious non-compliance across schemes administrated by the CER.
- Intelligence and Assessment Section – providing a centralised intelligence function. This section produces intelligence reports to support business areas. It also provides a preliminary assessment triage function for referrals of non-compliance. Its work includes maintaining an ongoing participant monitoring function and coordinating engagement and collaboration with other regulators.
- Participant Assessment Section – ensuring that those applying to participate in the schemes administered by the CER meet competency and capability benchmarks.
- Compliance Strategy and Assurance Section – driving the engagement on strategic compliance policy initiatives, reporting on compliance effectiveness and providing a centralised scheme audit and assurance function.
About the SectionThe Compliance and Enforcement Section
The Compliance and Enforcement Section is a collaborative team committed to upholding integrity across the CER’s schemes. We work closely together, supporting each other to deliver quality outcomes. - Conduct investigations into serious non-compliance and fraud in line with Commonwealth legislation and best practice standards.
- Deliver agreed compliance outcomes, including early intervention, administrative sanctions and civil and criminal proceedings.
- Provide guidance and support to operational teams to build operational capacity, and strengthen cross-agency connections, in identifying and developing appropriate responses to non-compliance.
- Develop and deliver compliance and engagement programs to prevent, detect and address serious non-compliance across schemes administrated by the CER.
- Building and maintaining strong relationships across the CER to support coordinated compliance efforts.

- Conduct multiple routine investigations into suspected breaches of the law and aid Senior Investigators on more complex matters.
- Assist in the preparation of briefs of evidence for criminal and civil proceedings, and reports for administrative actions within agreed timeframes.
- Produce accurate and timely advice and written material for a range of internal and external audiences.
- Management of inboxes and section equipment.
- Coordination and secretariate support for the Operational Decision Group.
- Identify opportunities and develop, implement and/or improve procedures.
- Establish and maintain effective and productive working relationships with CER staff, and counterparts in other agencies to achieve section and branch goals.
- Under guidance, develop and participate in proactive regulatory activities including site visits and compliance monitoring activities.
- Deliver outcomes consistent with the CER’s Compliance, Education and Enforcement Policy.
- Maintain meticulous records and be proficient in the use of our case management system COMtrac.
APS Level 6 – Senior InvestigatorDuties of the APS Level 6 Senior Investigator will include the following:
- Conduct complex investigations into suspected breaches of the law and provide guidance to other Investigators.
- Prepare and present briefs of evidence for criminal and civil proceedings, and reports for administrative actions under minimal supervision and within agreed timeframes.
- Interpret and apply legislation, regulations and policies to determine appropriate courses of action.
- Actively participate in the leadership of the section through the coaching of junior staff, the identification of goals and the organising of team initiatives.
- Identify opportunities and lead the development, implementation and/or improvement of procedures.
- Produce accurate and timely advice and written work for a range of internal and external audiences.
- Establish and maintain effective and productive working relationships with CER staff, and counterparts in other agencies to achieve section and branch goals.
- Develop and lead proactive regulatory activities including site visits and compliance monitoring activities.
- Deliver compliance outcomes within agreed timeframes and consistent with the CER’s Compliance, Education and Enforcement Policy.
- Maintain meticulous records and provide subject matter expertise in the use of our case management system COMtrac.
Qualifications/ExperienceAPS Level 5 – Investigator
- A Certificate IV in Government Investigations will be highly regarded.
APS Level 6 – Senior Investigator
- A Certificate IV in Government Investigations, or the ability to obtain, is required.
- Experience as a Compliance Officer or Investigator will be highly regarded.
The following experience is desirable for both APS Level 5 Investigator and APS Level 6 Senior Investigator:
- Experience in a regulatory role, including experience interpreting and applying legislation.
- Ability to use initiative to address problems and suggest improvements.
- Ability to succinctly report on complex matters and provide recommendations to support decision making.
- Exceptional attention to detail.
- Well-developed and grammatically correct written communication skills.
- Excellent team player.
