The Department of Justice and Community Safety, Office of the Associate Secretary, is seeking a Senior Budget and Finance Analyst to provide a critical role within the Finance Branch.About the Business UnitThe Department of Justice and Community Safety (the department) delivers a justice and community safety system that works to build a safer, fairer, and stronger Victoria.The Finance and Procurement business unit provides department-wide financial, procurement and workplace services through strategic leadership and setting the direction, policy, and processes, and partnering with the department to build capability.The Finance Branch leads the department’s efforts to comply with government and legislative financial management responsibilities while driving a culture of strategic financial management across the department. It is responsible for the department’s financial and budgetary policies and processes, including statutory reporting, accounts payable, accounts receivable, taxation compliance, government reporting (including Standing Directions), and facilitation of the annual budget process.About the RoleThe Senior Budget and Finance Analyst, as a key contributor in the business partnership model, provides financial advisory support to the Groups and other key stakeholders in both responsible and strategic financial management.Some of your duties will include:

  • Proactively working with the business and group within the business partnership model, supporting the stakeholders with finance and procurement related activities.
  • Working collaboratively with the business, developing budget submissions and supporting business case development as part of the cabinet committee submission process.
  • Ensure financial management policy and compliance processes are implemented in accordance with departmental standards and guidelines and portfolio financial parameters including overseeing specific month end processes including accruals, month end journals, pre-payments, capital reports and significant payments

  • Demonstrated experience in public sector policy and financial management
  • Highly developed conceptual, analytical and research skills with an aptitude for problem solving in the context of financial and budget resource management.

  • Relevant qualification in policy, strategy or finance is desirable.
