The NIU team leads the Treasury’s advice to the Government on infrastructure policy and commercial advice, including the Government’s guidance on Private Public Partnerships (PPPs). The NIU also leads the Treasury’s fiscal advice on transport and communications.Kōrero mō te tūranga | About the RoleIn this role we’re looking for an experienced infrastructure professional to help lead the Government’s policy on PPPs.A key focus of this role will be delivering a modernised suite of Government PPP policies, and to provide ongoing support for Treasury advice and Ministerial decision-making in respect to the planning, procurement and implementation of PPP transactions.The role includes:

  • Developing a comprehensive understanding of the New Zealand infrastructure landscape.
  • Helping to lead the development and implementation of the Government’s suite of policies relating to PPPs.
  • Providing high quality analysis and advice on significant infrastructure investments to Ministers and other stakeholders, including Agencies and Departments considering or engaged in PPP transactions.
  • Enabling agencies and key stakeholders to easily access and understand the Government’s PPP policies and frameworks.
  • Establishing and maintaining excellent collaborative relationships with key stakeholders.

Ō pūmanawa | About YouYou will have a successful record of advising on sizeable market transactions, coupled with a background in commercial or advisory roles across either the public or private sector, with an understanding of the New Zealand public sector context preferred. The National Infrastructure Unit’s work is dynamic and can be fast paced at times; you will need to be flexible and be able to work under pressure to deliver quality advice.Specific expertise you will bring include:

  • Specialist knowledge and subject matter expertise in relevant infrastructure sectors (transport, energy, social infrastructure, defence and national security, real estate, or water), with direct experience in Public-Private Partnerships highly advantageous.
  • High level of numeracy and understanding of corporate finance theory and practice.
  • Experience in the preparation of major business cases and strategic plans.
  • Strong communication and influencing skills, with experience providing written advice to decision makers preferred.
  • Intellectual curiosity and ability to foreshadow what information or advice decision-makers will need.
  • Experience applying in-depth financial and strategic analysis to complex issues.
  • Understanding of the principles of interest rate risk management and familiarity with financial markets conventions – advantageous but not essential.
  • Proven ability to build and maintain relationships with a range of stakeholders, including understanding different stakeholder’s motivations.
  • Understanding of the New Zealand public sector and the investment management system, including the budget process.
