Job description: Job title:Risk and Security OfficerLocation:Islamabad, PakistanREPORTING TO:Regional DirectorOVERVIEW OF POSITIONOversee safety, security, and access of Creative Business Consulting (CBC) Pvt Ltd & Committed to Good (CTG) operations in Pakistan, ensuring the protection of personnel, assets, and information. Develop security policies and procedures, ensuring legal and regulatory compliance, while managing security operations.The project will be managed by CBC/CTG for their client (United Nations / UN agency). It will involve collaboration with key stakeholders to ensure the successful implementation of projects in Pakistan. The project will be implemented in close collaboration with the client of CBC / CTG, who will manage the related hiring & administrative operations in Pakistan.ROLE OBJECTIVESContext & Risk Analysis:

  • Develop and update the country security profile, analyzing socio-political, criminal, health risks, and other threats.
  • Conduct security assessments across all provinces with CBC/CTG operations and maintain an updated Risk Analysis Matrix.
  • Build and maintain relationships with key local stakeholders for intelligence gathering and situational awareness.
  • Monitor, track, and report on security incidents involving CBC/CTG personnel, ensuring timely responses and updates to senior management.

Security Plans & Procedures:

  • Draft, implement, and manage security policies, SOPs, and contingency plans tailored to local conditions.
  • Provide security advice to senior management and recommend updates to the Country Security Plan.
  • Design and set up a security communication system (warden system) for CBC/CTG staff.

Daily Security Management & Crisis Response:

  • Ensure field staff adhere to security protocols and mitigate risks through clear communication and preparedness.
  • Monitor compliance with MOSS (UN) and implement security upgrades as needed.
  • Adapt crisis management protocols to local circumstances and act as a key member of the Crisis Management Team.
  • Manage emergency preparedness and response, including planning for and facilitating, when required during crises or high-risk events, evacuation and relocation procedures for staff.

Training & Communication:

  • Conduct security briefings and train national staff to enhance awareness and responsibilities.
  • Provide mandatory security briefings to international staff when deployed or on visit.
  • Ensure clients and consultants are well-informed on security matters, providing regular updates and ensuring compliance with CBC/CTG’s security protocols.

Security Network & Stakeholder Engagement:

  • Build a network of security contacts and engage with UN agencies, local authorities, NGOs, and other key stakeholders in Islamabad, Karachi, Lahore, Quetta, Peshawar, Mirpur, Sukkur, Hyderabad areas.
  • Collaborate with the Regional Director and Country Management Team to secure access and build stakeholder relationships.

POSITION REQUIREMENTSEducation: University degree in Political Science, International Relations, Risk Management, or a related field. A Master’s degree is highly preferred.Experience: a minimum of 5 years of experience in security management, with proven expertise in overseeing security operations, particularly in remote or high-risk locations in Pakistan.Technical Skills:

  • Strong track record in security analysis, emergency planning, and movement tracking.
  • Experience in crisis management, risk assessment, and incident reporting.
  • Strong operational oversight with experience in implementing process improvements and security innovations.
  • Hands-on experience with local and international security agencies, as well as stakeholder management.

Languages: Fluency in English (written and spoken). Proficiency in local languages (e.g., Dari, Pashto). Personal Competencies:

  • Strategic thinking and the ability to provide leadership in high-pressure, rapidly changing environments.
  • Demonstrated ability to manage and motivate diverse teams.
  • Excellent communication and reporting skills, and strong stakeholder management abilities

Travel:
