Background:Pak Women is a women-led non-governmental organization (NGO) that has been working since 1998 for the socio-economic and political development of women, children, persons with disabilities, youth, minorities, and transgender individuals. The vision of Pak Women is “A just, peaceful, inclusive, and prosperous society,” and its mission is “To build a just society where the poor, particularly women, children, persons with disabilities, minorities, and transgender individuals, enjoy their full rights and achieve their social, economic, and political development.”With technical and financial support from CBM – Christoffel-Blindenmission Christian Blind Mission e.V., Pak Women is implementing the project “Improving Access to Income-Generating Activities for Young Adults with and Without Disabilities in Low-Income Areas of Rawalpindi and Islamabad.”To achieve the project’s overall objective, Pak Women has organized communities in the slum areas into 60 Informal Savings and Loan Groups (ISLGs), 30 Self-Help Groups (SHGs), and 6 Organizations of Persons with Disabilities (OPDs). These OPDs play an active role in promoting the social and economic development of persons with disabilities and other marginalized communities in the slum areas of Rawalpindi and Islamabad.2. Objective of the Consultancy:To hire a consultant (Firm/ Individual) to develop a training module and conduct capacity-building training sessions for Organizations of Persons with Disabilities (OPDs) in “Inclusive Organizational Management”.3. Scope of Work:The consultant will be responsible for the following tasks:3.1. Module Development:The consultant will be responsible for developing a module for the capacity-building training on “Inclusive Organizational Management.” The module will include the following documents:i. Trainer’s manual
ii. Trainee’s/Participant’s manual
iii. Handouts
iv. PowerPoint presentationsThe training will cover the following topics;i. Organizational Governance include By-laws (Bylaws, How to Write and Approve Bylaws, Tool: General Outline for Bylaws (Exercise), Contracts and Memoranda of Agreement (MOA), When to Use Contracts or MOAs, How to Read and Understand MOAs, Drafting Contracts and MOAsi. Points for Terms of Reference (TORs), Executive Body and General Body roles & responsibilities.ii. Operational Policies (Basic). Human Resource Management (Definition of HRD Employee Development and Training Performance Appraisal Reward Systems Conducting a Task Analysis (Purposes and Other Elements).Financial Management (Performance and Capacity Building Performance Management, Importance of Performance Management, Addressing Performance Hindrances, Organizational Effectiveness, Checklist for Organizational Effectiveness, Organizational Capacity, Program Effectiveness, Distinctive Competence, Internal Capacity Development Plan, SWOT Analysis, Analyzing Strengths, Weaknesses, Opportunities, and Threats).iii. Stakeholders Engagement and Management.iv. Partnerships Management.v. Leadership Skills (Leadership and Management, Leadership of the DPO, Duties of Management-Level Leadership, Common Mistakes of Managers, Checklist for Managersi. What Managers Should Not Do in an Organizationii. Conflict Resolution.iii. Safeguarding and Child Protection.iv. Sustainability (Long term relationships with donors, government stakeholders, communities and beneficiaries, financial, program and team).3.2. Organizing Capacity Building Training Sessions:The consultant will be responsible for: * Developing a training module consisting of a trainer’s manual (for a three-day training), a participant’s manual (for a three-day training), PowerPoint presentations, handouts, and pre- and post-tests.

  • Making logistical arrangements for two training sessions, each lasting three days. These arrangements will include two tea breaks and lunch for 20 participants per training (18 from OPDs and two from Pak Women project team), stationery, photocopying, banner, hall charges, and travel allowances for participants @PKR 3000 per day, for all 36 participants.
  • Ensuring reasonable accommodations for persons with disabilities, with at least 50% of participants per training (09) and 18 participants for two trainings, requiring such accommodations, @PKR 2000/ day per participant. The type of disabilities may include wheel chair users, stick users, bar users, hand impairments, vision impairment (week vision) and hearing impairment.
  • Facilitating two training sessions, each lasting three days, in Rawalpindi and Islamabad.
  • Managing training attendance.
  • Capturing photos and short videos during the training sessions.
  • Providing a sign language interpreter, if required.
  • Preparing separate reports for each of the two training sessions.

4. Responsibilities of Pak Women: * Pak Women will provide comprehensive support to the consultant in engaging with organized OPDs located in the slum areas of Rawalpindi and Islamabad.

  • Pak Women will provide timely feedback and comments on the training module.
  • Pak Women will be responsible for selecting participants for both training sessions, sending invitations to the participants, and ensuring their attendance during the training.

5. Deliverables: * An inception report detailing the work plan and timeline.

  • Agendas for the trainer’s and participant’s manuals.
  • A training module comprising a trainer’s manual (for a three-day training), a participant’s manual (for a three-day training), PowerPoint presentations, handouts, and pre- and post-tests.
  • Two training reports, including pre- and post-test analyses, attendance records, pictures, and short videos.

6. Duration: The duration of the consultancy will be 25 days, starting from signing of the contract.7. Eligibility Criteria: * The consultant must be a registered firm or individual consultant with the Government of Pakistan.

  • A minimum of five years of experience in working with civil society organizations especially with organizations of persons with disabilities.
  • A proven track record of successfully conducting trainings on inclusive organizational management for Organizations of Persons with Disabilities.
  • Strong knowledge of Pakistan’s disability rights framework,reasonable accommodation for persons with disabilities, disability sensitive training material development and delivery of training sessions.
  • Excellent communication and facilitation skills to effectively engaging with the participants.

8. Reporting and Supervision:The consultant will report to the Project Manager and work closely with the designated project team. Regular updates and coordination meetings will be required to ensure alignment with project goals.9. Safeguarding and Child ProtectionPak Women is committed to maintaining a zero-tolerance policy for any form of exploitation, abuse, harassment, or discrimination.
