The Funding and Revenue branch is the ‘policy’ arm of Finance Division. Our work requires public service professionals in administrative, policy and financial roles that come together under the leadership of our directors. Our work is often high profile, and we often get to engage directly with the department’s external stakeholders including industry, representative groups and our Ministers.The Levies compliance team is responsible for the delivery of an annual risk-based compliance program that supports and encourages levy payers to voluntarily comply with legislation and provides assurance to government and industry stakeholders that levy collections are materially complete. The Levies compliance team mitigates the risks of non-compliance by establishing and undertaking effective compliance activities in line with the regulatory responsibilities outlined in legislation and the department’s regulatory obligations.The Job
The Regional Compliance Manager supports the Director in the leadership of the Levies compliance team ensuring the delivery of its key functions. Our ideal candidate will have a demonstrated ability to lead a team and drive continuous improvement in relation to a risk-based compliance and assurance environment. You will:

  • Lead, develop and manage a team of compliance officers, ensuring objectives and key deliverables of the national compliance program are achieved.
  • Develop and implement team strategies to improve operational efficiency, productivity and foster a collaborative environment.
  • Drive a continuous improvement approach to operational tasks and service delivery.
  • Review, analyse and evaluate the program’s effectiveness and performance in meeting regulatory and compliance outcomes, legislative obligations, and government priorities.
  • Undertake inspections of levy agent records both on-site and remotely.
  • Manage a diverse caseload of complex levy accounts across multiple agricultural sectors.
  • Ensure regional office operations and key tasks are fully accountable to industry and government while providing specialist levy advice to agents, industry organisations and other stakeholders.
  • Effectively represent the department in interactions with government agencies, industry groups, levy payers and levy collection agents, and maintain effective communication with these stakeholders.
  • Develop internal and external networks to build strategic alliances to achieve mutually beneficial outcomes.
  • Contribute to the financial management of the Branch through budget management and efficient allocation of resources.

knowledge and experience

  • Demonstrated experience working with multifaceted, risk-based compliance programs.
  • Operational experience in a compliance, regulatory, or client focused role(s).
  • Experience in interpreting, applying, and making decisions in accordance with legislation.
  • Experience leading and developing regionally dispersed teams in an evolving regulatory environment.
  • Proven ability in the planning and implementation of projects and strategies designed to meet team goals in a regulatory environment.
  • Experience in building and sustaining strong working relationships with external stakeholders, senior management, and team members employing a consultative and influencing approach to achieve positive outcomes.

The successful applicant must:

  • Hold and maintain a valid Australian motor vehicle drivers’ licence.
  • Be able to undertake fieldwork in regional and remote locations for periods of up to a week at a time.
