Vaughan is your place to grow.Position OverviewReporting to the Recreation Manager, Business Planning and Creative Services, the Supervisor is responsible for supervising, organizing and coordinating the daily operations of the Planning Division, and provides leadership, technical guidance and planning direction to the Planning team members. The Supervisor oversees the development of community recreation and/or aquatic programs, camps and workshops, city-wide, for all ages and demographics. Supervises and coordinates all tasks related to the development of quality programs and activities – from conceptualizing, creative planning, and developing curriculums, to implementing, evaluation and monitoring, maintaining and reviewing. Creates a vision and framework for program development and provides motivational direction to create a highly engaged and effective team.This position will oversee the aquatics portfolio.Responsibilities
- Oversees the research and development of programs for all lines of business including general recreation and/or aquatic programs, camps and workshops, as well as leagues, and third-party partnership programs. Identifies trends and evaluates current programs to ensure an effective mix of programming, and a high degree of innovation, quality and utilization.
- Develops and executes on critical paths to ensure program development meets expected timeliness and outcomes/targets. Supervises the entry of programs into the registration software system and audits entry to ensure high degree of accuracy and compliance.
- Oversees the development and implementation of lesson plans/curriculum for programs and activities that identifies programming learning outcomes, standards and core competencies.
- Works closely with internal divisions to ensure marketing collateral (brochure), internal administrative supports (registration software), and financial (user fees) requirements are adhered to.
- Leads the development and implementation of new revenue streams and programming opportunities through ongoing market research and benchmarking, acquiring knowledge and expertise related to industry trends pertinent to the various program portfolios.
- Works in collaboration with internal and external groups and vendors to meet present and anticipated future needs for programming and evolving community needs.
- Ensures consistent delivery of programs by conducting quality assurance through on-site visits and observations, conducting customer engagement and participation surveys. Identifies programming gaps and implements changes that resolve issues and improve program quality.
- Manages divisional workflows and processes, conducts benchmarking, and researches best-practices; identifies strategies to improve overall program quality and critical path planning effectiveness; develops and implements KPI’s to measure improvement and achievement of targets.
Qualifications and Experience
- Four (4) year University Degree in Business Administration and/or Management, Marketing, Recreation Programming or related field, or suitable equivalent.
- Minimum five (5) years related progressive experience in recreation and/or aquatic programming design and delivery principles, standards and best practices; and three (3) years supervisory experience preferably in a municipal environment.
- Standard First Aid; Lifesaving and Swim Instructors, and National Lifeguard Certification.
- Ability to adapt to change and to existing initiatives to meet the needs of the departmental and corporate goals, objectives and initiatives.
- Demonstrated knowledge and proficiency in a range of core functions and operational processes of the division.
- Ability to analyze issues and problems, evaluate alternative solutions and develop sound conclusions, recommendations and courses of action.
- Ability to execute decisions and deliver results that are aligned with department goals and objectives.
- Knowledge of and demonstrated ability in strategic planning, change management design, process and implementation strategies to optimize quality and cost-effectiveness of delivery of business areas.
- Proven ability to manage conflict, effectively problem solve, be capable of working under stressful conditions as well as possess organizational and analytical skills and abilities.
- Ability to plan, organize, prioritize and balance multiple responsibilities, shifting priorities, regular workflow interruptions while maintaining a positive attitude.
- Demonstrated ability to lead, coach and build cohesive and motivated teams; promote collaboration, team processes, learning and development opportunities for staff.
- Excellent analytical, problem solving, interpersonal, communication and negotiation/mediation skills.
- Demonstrated knowledge of financial operating and capital budgets and business planning processes.
- Knowledge and proficiency in Windows environment using Microsoft Office Suite.
- Technical Writing – clear and concise professional writing abilities, as well as communicating complex processes and procedures in writing.
- Project Management – overseeing employees throughout multiple stages of one or more projects, making the ability to coordinate activities and monitor progress toward specific goals useful. Understands the basic processes and resources required to plan and execute a long-term project.
- Knowledge of and demonstrated ability in the City’s core and leadership competencies and relevant functional competencies.
- Ability to conduct oneself in a manner bestowing tact and diplomacy in a political environment, and when dealing with sensitive/confidential or controversial topics.
- Performs other related tasks and projects, as assigned, which are in accordance with job responsibilities or necessary departmental or corporate objectives.
- A valid Ontario ‘G’ driver’s license, in good standing, with access to a reliable vehicle for corporate use.
- Ability to work outside normal business hours, as required.
