• 1. INTRODUCTION:

HUMAN DEVELOPMENT FOUNDATION PAKISTAN is a non-profit organization registered under section 42 of Companies Act, 2017 of the Government of Pakistan. Using a holistic approach, HDF has been working in 05 programs including Social Capital Development, Education & Literacy, Primary Health Care, Economic Development, and Sustainable Environment to address the needs of the marginalized communities of Pakistan. HDF has been working in 40 districts across Pakistan.Human Development Foundation invites sealed tenders from eligible suppliers for the purchase of textbooks for the academic year 2025-26. The textbooks are required for various subjects across grade levels Nursery-10th.

• 2. TENDER OBJECTIVE:

The purpose of this Invitation to Tender (ITT) is to select a qualified supplier or suppliers who can provide textbooks that meet the curriculum and educational standards required by the Human Development Foundation.

• 3. SCOPE OF SUPPLY:

The successful bidder will be required to supply textbooks in the following categories:

• Subject Areas: Annexure – A (Item List attached)
• Grade Levels: Annexure – A (Item List attached)
• Quantity: Annexure – A (Item List attached)
• The textbooks must be in new, unused condition, and must meet the requirements of the prescribed curriculum as specified by Khyber Pakhtunkhwa Textbook Board.

• 4. TENDER ELIGIBILITY CRITERIA:

To be eligible to submit a tender, the bidder must meet the following criteria:

• Registered Entity: The bidder must be a registered business entity with relevant statutory licenses (e.g., tax registration).
• Experience: The bidder must have experience in supplying educational materials to schools, colleges, or universities.
• Authorized Supplier: The bidder preferably be an authorized distributor or dealer of the textbooks offered in the tender.
• Compliance: The bidder must comply with all relevant laws, regulations, and standards for educational materials.
• Delivery Capacity: The bidder must be capable of delivering textbooks within the stipulated time frame as outlined in the tender.

• 5. PREPARTION OF BID:

The document will contain the following information:

• Detailed specifications of the textbooks required.
• Terms and conditions for supply.
• Instructions for pricing, delivery, and payment.

• 6. TENDER SUBMISSION INSTRUCTIONS:

Tender Submission Deadline:All tenders must be received by 24-Mar-2025 by 03:00 pm. Late tenders will not be considered.Submission Method:The completed tender documents should be submitted in a sealed envelope, clearly marked as “Tender for Purchase of Textbooks”. The envelope should contain the following:

• Bidder’s profile and supporting documents as per the eligibility criteria.
• Detailed quotation for the textbooks, including prices, quantities, and delivery terms.
• Delivery schedule.

The Bid Committee has the right to accept / reject, complete / partial bid without assigning any reason.8. EVALUATION CRITERIA:The evaluation of the tenders will be based on the following criteria:

• Compliance with Specifications: The textbooks offered must meet the specifications provided in the tender documents.
• Price: The total cost of the textbooks as per the submitted quotations.
• Delivery Time: The ability to meet the delivery schedule.
• Experience and Reputation: Experience and reputation of the bidder in supplying textbooks to educational institutions.

9. AWARD OF CONTRACT:The Purchaser will award the contract to the most responsive and responsible bidder based on the evaluation criteria. The Purchaser reserves the right to reject any or all tenders without providing any reasons.10. TERMS AND CONDITIONS: * Delivery and Installation: The successful bidder will be responsible for the timely delivery of textbooks to the designated delivery location.

• Payment: Payments will be made in accordance with the terms specified in the final contract.
• Warranty: The textbooks must be new and free from defects. Any defective books must be replaced at no cost to the Purchaser.
• Penalty for Delayed Delivery: Any delay in the delivery of textbooks beyond the agreed timeframe will incur a penalty as outlined in the final contract.
