Job description: About the job Project Officer -Communications and Strategic Support ( Closing date 11-January-2025)Position Title Project Officer (Communications and Strategic Support)Number of Positions 01Duty Station PeshawarType of Contract:Regular Service ContractOffice- or Home-based Office-based, with frequent travel to the Merged Districts of Khyber PakhtunkhwaExpected Duration 9 months (with possibility of extension)Project Description and Background of the positionThe Merged Areas Governance Programme (MAGP) is a comprehensive governance initiative that focuses on technical assistance and implementation support to the Government of Khyber Pakhtunkhwa (GoKP) in three main areas: (1) accelerated development with an emphasis on the delivery of basic services; (2) border governance and connectivity; and (3) support to local governance. The overall objective of the Programme is to enhance the capacity of the GoKP to successfully integrate the Merged Districts (MDs) and strengthen border governance and cross-border connectivity by extending laws, policies, and strategies; planning, designing, and delivering development initiatives; and implementing inclusive local government systems. An emphasis is placed on inclusive development, to ensure that marginalized population groups benefit from development in the MDs, as well as on disaster-risk reduction and improved risk management, to help prevent, mitigate and/or address the effects of climate change and other risks.To that end, MAGP works closely with GoKP and several development partners across multiple functional areas to lay the groundwork for creation of results-oriented, responsive and inclusive solutions that can help transform the lives and livelihoods of the people of the MDs.To support effective outreach and external communications as a critical part of Programme implementation, MAGP seeks to recruit a field-based Project Officer (Communications and Strategic Support) to provide responsive, contextualized and relevant communications support and advisory to its technical teams and GoKP in Peshawar (as part of its Strategic Communications Unit). In close coordination with the Communications Officer, the Project Officer (Communications and Strategic Support) (Strategic Communication Team) will oversee implementation of and contribute to the development and production of written, digital and graphic material in line with MAGPs communications strategy. The Project Officer (Communications and Strategic Support) will oversee day-to-day activities of MAGPs Strategic Communications Team in Peshawar, providing technical and field team management oversight and lead the knowledge management and production of all Programme communications products for internal and external audiences.Scope of WorkThe Project Officer (Communications and Strategic Support) will support MAGPs outreach, communication and stakeholder engagement across all workstreams, working closely with project management and implementation teams to a) develop and implement specialised communication strategies, plans and products; b) support outreach and external stakeholder engagement in line with approved guidelines and strategies; and c) support GoKP coordination, communication and knowledge sharing in line with MAGPs approved workplan. The incumbent will promote Programmme communications and activity requirements through in-person outreach in the MDs and the development of written communication products for a multi-stakeholder audience including the citizens of the MDs and Khyber Pakhtunkhwa, MAGPs government and development partners, and the Country Office.Reporting StructureUnder the overall supervision of the MAGP National Programme Manager, the Project Officer (Communications and Strategic Support) will report to the MAGP Communications Officer on a day-to-day basis.Key duties and responsibilities

  • Facilitate the design and implementation of all written, digital and graphic communications products emerging from, and contributing to, MAGPs Annual Work Plan (2025) activities in Urdu, Pashto and English
  • Where video products are required, the Project Officer (Communications and Strategic Support) will lead creative design and development in pre-production and production stages, and conduct quality assurance and technical checks of final video production in post-production stage to relay Programme messages to a multi-stakeholder audience (including government and donor partners, the Country Officer, and MAGPs target audience in the MDs) in a tailored and effective manner
  • Edit and tailor video products to suit multiple channels of dissemination, including open-file transfer, mobile sharing, and social media (reels, short features etc.)
  • Where written communications are required, the incumbent will produce quality material in English, Urdu and Pashto (as needed) to create video scripts, voiceover texts, screenplays, social media posts, briefs, and factsheets
  • Ensure all written, digital and graphic products are in strict compliance of donor partners (where appropriate), and the governments branding, visibility and logo guidelines
  • Use creative imaging and MAGPs photo database to create compelling graphic designs for Programme use including event displays, invite cards, and social media posts
  • Professionally design and format written content, including policy documents, briefs, etc. in professional designing software such as Corel
  • Creatively support MAGP management, implementation, and technical teams in engaging target audiences through communications mediums across Programme result areas
  • Undertake translations of Programme materials including briefs, presentations, survey questionnaires, messages/texts etc. in English, Urdu and Pashto, as required.
  • Oversee smooth operations and conduct quality checks of all digital communications at MAGP events, including display of recorded videos and livestreams, as needed
  • Conduct quality live interpretation in all English, Urdu and Pashto for MAGP events with multilingual audiences
  • Store and securely maintain all Programme written, graphic, photo and video data (including raw footage and finished products) in MAGP database
  • Remain responsive in mobilizing communications support from MAGPs SCU to the Government of Khyber Pakhtunkhwa where requested (in close coordination with MAGPs Communications Officer and management teams).
  • Work closely with Programme management and monitoring teams to plan, implement and ensure that appropriate photographic evidence of Programme activities, including field activities and other events, is gathered where necessary.

Required Qualifications and Experience

  • Masters degree in Communications, Digital and Visual Communications Design, Media Studies, Journalism, or the Social Sciences.
  • Alternately a Bachelors degree in the field mentioned above with 2 years of relevant experience in the development of digital, graphic and written communications materials.

Desired Skills

  • Sound technical knowledge and experience of using various video, photo and graphic designing techniques and softwares including Corel, Photoshop, Adobe Creative Cloud, and Adobe Premier Pro is desired.
  • Technical knowledge and ability to execute various photographic, videographic and graphic designing functions where necessary.
  • Experience of coordination with a creative team of video editors, photographers, and communications associates is highly desirable.
  • Experience working with the government or an international organization is desirable.
  • Knowledge of the sociocultural and political context of the Merged Arears is a considerable asset.
  • Skilled in using Microsoft Office applications, including Word, Excel and PowerPoint is desirable.
  • Knowledge and experience of working with government counterparts in KP is an asset
  • Self-motivated, highly organized, collaborative, and able to create in a fast-paced and growing environment.
  • Ability to accommodate flexible work and travel routines for production and shooting purposes.
