Our efforts also include climate resilience activities, agriculture, and food security.About the role:The Project Manager (PM) is responsible for timely and effective management and implementation of SDC´s funded action targeting returnees, displaced and host communities in the health zones of Minova, South Kivu, with a focus on Nutrition and WASH. With support and guidance from the Programme Manager and Senior Management Team, and HQ teams, the PM is responsible for achieving project results and indicators, and fulfilling the contractual obligations of the project. PM is responsible for ensuring efficiency, quality, M&E, impact and accountability, while upholding PIN´s core values. Upon the agreement with the CP management, the PM will represent PIN in relevant working groups and meetings. S/he will also ensure continuous quality improvement of projects through the collection and reflection of lessons learnt and contribute to the well-being of project staff.Reporting Relations & Interdependencies with Other FunctionsThe Project Manager reports to the Programme Manager. S/he works closely with the MEAL, Logistics and Finance teams and liaises regularly with the technical consultants and the CP Desk.Main Duties and Responsibilities:Project Management & Implementation:

  • Ensures quality and timely implementation of the project in line with donor’s contract and guidelines, PIN’s sectoral guidelines, best practices and applicable international standards;
  • Ensures that requirements regarding donor reporting are fulfilled (both institutional and private donors);
  • In cooperation with the Finance team, responsible for financial management of direct costs; leads monthly updating of budget vs. actual forecasts;
  • Ensures that the project-specific Community Feedback and Response Mechanism (CFRM) is functioning & accessible to all project stakeholders;
  • In cooperation with the MEAL team, oversees the development and monthly updating of MEAL plans in the Project Management Plan, including Results Frameworks (RF), Indicator Tracking Tables (ITT), M&E workplan, CFRM database, etc.);
  • Collects & consolidates data which demonstrates implementation of activities;
  • Fulfill communication and visibility requirements, plan advocacy activities if necessary
  • Identifies, manages and reports on project-related risks.
  • Ensures that project documentation is properly generated, approved & archived in the internal databases – ELO, Navision, Sharepoint etc., according to PIN and donor guidelines.;

Coordination & Representation:

  • Establishes and leads coordination mechanisms with support departments at the CP, the HQ desk and PSI, including through leading monthly or bimonthly project review meetings;
  • Under the guidance of the Country Director and/or Programme Manager, engages in external representation as follows:
  • Collaborate with state and local authorities (including local authorities, local leaders, local government), other INGOs, UN agencies and other relevant stakeholders
  • maintain relations and dialogue with relevant territorial and zonal government bodies

Human Resource Management:

  • Responsible for relevant HR processes related to the project team, including recruitment, performance management, professional growth, capacity building and mentoring of national PIN staff, including the identification of training needs, development of training plans and ensuring the delivery of appropriate training;
  • Responsible for day-to-day team management such as Leave and Time management of the team (planning, approval of leave requests, time / attendance sheets approval process), handling disciplinary issues in cooperation with HR;
  • Fosters a positive team spirit and good interpersonal relations;
  • Appropriately delegates duties to the responsible project staff.

Logistics & Procurement:

  • Ensures that project procurement planning is integrated into the project work plan and Country Programme procurement plan, follows PIN’s procurement guidelines, and any donor-specific procurement requirements, and tracked monthly;
  • Ensures that the logistical needs of the project are communicated and planned, especially in relation to the planning of field trips and transport.
  • Facilitates communication between the field office and the main office in Bukavu

Safety, Security and Risks:

  • In close collaboration with the Security Coordinator and the Country Director, adheres to, and promotes all safety and security rules and regulations set out in the standard operating procedures applicable to his/her project site(s).
  • Reports any incidents which could affect staff wellbeing immediately to CD/Security Focal Point (SFP).

And fulfils any other tasks as required.Main requirements:

  • Proven experience in project cycle management of programmes/projects in sectors as per PIN DRC´s strategy;
  • Proven skills in people management and managing programmatic teams;
  • Strong grasp of quality standards in humanitarian and development programming;
  • Strong knowledge of safeguarding and accountability mechanisms;
  • Knowledge and experience of Monitoring and Evaluation within projects;
  • Proficiency spoken and written English and French (mandatory);
  • Dynamic and result-oriented profile;
  • Ability to organize and plan effectively;
  • Critical analysis and problem-solving skills;
  • Cultural sensitivity, excellent communication skills
  • Ability to work in difficult conditions and under pressure;
  • Responsible and systematic.

PIN Offers:
