Job description: About the job Project District Planning Associate ( Closing date 11-January-2025)Position Title Project District Planning Associate (DPA)Number of Positions 6 PositionsDuty StationOrakzaiMohmandKhyberKurramSouth Waziristan LowerSouth Waziristan UpperBajaurNorth WaziristanType of Contract: Employment ContractExpected Duration 03 months (with possibility of extension)Project Description and BackgroundAlmost four years into the merger of the former Federally Administered Tribal Areas (ex-FATA) into the province of Khyber Pakhtunkhwa (KP), measurable progress has been made towards integration but significant challenges remain to the Governments ability to fully deliver on the dividends of the merger, notably in addressing the significant development lag and in implementing context-specific reforms that take into account the distinctive political economy of the Merged Areas (MAs) as border districts.The Merged Areas Governance Programme (MAGP II) (2023-2027) is a comprehensive governance initiative that focuses on technical assistance and implementation support to the Government of Khyber Pakhtunkhwa (GoKP) in three main areas: (1) accelerated development with an emphasis on the delivery of basic services; (2) border governance and connectivity; and (3) support to local governance.The overall objective of the Programme is to enhance the capacity of the GoKP to successfully integrate the Merged Areas and strengthen border governance and cross-border connectivity by extending laws, policies, and strategies; planning, designing, and delivering development initiatives; and implementing inclusive local government systems. An emphasis will be placed on inclusive development, to ensure that marginalized population groups benefit from development in the MAs, as well as on disaster-risk reduction and improved risk management, to help prevent, mitigate and/or address the effects of climate change and other risks.For this purpose, we are seeking a detail-oriented, thorough, and organized Project District Planning Officer to support the district administration for ensuring evidence-based planning and efficient utilization of resources.Scope of WorkThe Project District Planning Associate will play a pivotal role in supporting the district administration in developing and implementing comprehensive development plans, provide technical expertise in the preparation of strategic, operational, and contingency plans.Institutional Arrangement / Reporting StructureUnder the overall supervision of the MAGP National Programme Manager and relevant Project Analyst with day to day supervision of Project Implementation Manager the incumbent will perform the duties and responsibilities ensuring high standards of work.Key duties and responsibilities * Facilitate in planning and strategy development:

  • Assist in the preparation of district development plans and strategies in consultation with key stakeholders.
  • Analyze socio-economic data to identify priority areas for intervention and report to the MAGP team.
  • Provision of technical support:
  • Provide technical support to district departments in project formulation and design.
  • Support in the development of guidelines, templates, and tools for effective planning and budgeting.
  • Conduct feasibility studies for proposed projects and initiatives.
  • Support in the data analysis and management:
  • Collect and analyze data related to population, infrastructure, education, health, and other sectors to inform planning.
  • Maintain a centralized database of all district-level projects and plans.
  • Prepare data visualization and reports to present findings to the district administration.
  • Support in the monitoring and evaluation activities:
  • Support in the development of monitoring frameworks and indicators to track the progress of district plans.
  • Conduct periodic reviews and provide feedback to improve plan implementation.
  • Prepare progress reports and share recommendations with the district administration.
  • Support in the capacity building activities:
  • Support in organizing the trainings and workshops for district officials on planning methodologies and tools.
  • Promote knowledge-sharing and best practices in district-level planning.

  • Comprehensive knowledge of the sociocultural and economic topography of the Merged Areas.

Minimum Qualifications and Experience

  • Secondary education (12th grade) with 6 years of relevant experience in coordination, operations, administration, or project management.
  • Alternately, first university degree (Bachelors) in Social Sciences, International Development, Development Studies, Public Policy/ Administration or other related fields with 3 years of relevant experience.

Desired Skills

  • Demonstrated understanding, experience and knowledge of KP region, especially the Merged Arears is desired.
  • IT skills especially Microsoft Word, Excel and PowerPoint is desired.
  • Experience in preparation of meeting minutes and progress reports is desired.
  • Work experience with international agencies, and government departments-preferably at a provincial level is desired.
  • Ability to work under stress and to multi-task with a positive attitude.
