Job description: Program Officer – Infrastructure Funding and FinancingProgram BackgroundThe Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a 10-year facility supported by the Australian Government and implemented by . KIAT’s overarching goal is to support ‘sustainable and inclusive economic growth through improved access to infrastructure for all people’. To support this goal, KIAT works with the Government of Indonesia (GoI), Government of Australia, the private sector, Multilateral Development Banks (MDB) and other development partners, as well as civil society to help achieve the following outcomes:1. Improved GoI policy and regulatory framework for infrastructure development2. High quality projects prepared and financed by GoI, the private sector and / or MDBs3. High quality infrastructure delivery, management, and maintenance by GoI4. Infrastructure policies, design and delivery are more inclusive for women and people with disabilities5. Improved policy, planning and design results in lower-emission, more climate-resilient infrastructureThe focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability, and Social Inclusion (GEDSI); and Infrastructure Funding and Financing. With a track record of technical excellence and more than 60 years of international development experience and relationships, we deliver innovative solutions that transform lives.For more information, please seeThe RoleThe PO-IFF, working under the direction of the Deputy Director-IFF (DD-IFF) or the Lead Adviser-IFF (LA-IFF), will support the IFF team to implement KIAT activities and performance in the technical areas of IFF.Click on the link or copy paste it to access the full Terms of Reference for this position:About You· Tertiary qualifications (Master’s degree preferred) in economics, law, finance, public administration, urban and regional planning, or other relevant discipline from an accredited university.· At least five years’ relevant experience in program, project and / or activity management, including supporting the development of concept notes, terms of references, description of services, and tender documents.· Knowledge and experience in budgeting and resource allocation systems, processes, and procedures.· A sound understanding of the project cycle in the infrastructure sector and private sector participation in the planning, preparation, and delivery of infrastructure.· Experience in working with different levels of government (national, provincial, and local).· Experience in capacity building and institutional development for public sector counterparts highly desirable.· Excellent verbal and written communication skills with the ability to communicate with a diverse range of stakeholders from a variety of backgrounds. Fluent English and Bahasa required.· Experience working with bilateral or multilateral donors, with a strong preference for Australian Embassy-funded programs.· Ability to complete assigned tasks autonomously to a high standard and in timely fashion.
