We want our staff to feel supported because there is an urgent need for our work.We know a better future is possible, and we won’t stop until every child can go to school, be safe and survive – until we are all equal.Further information can be found at:SummaryOrganization:Plan International CanadaReports to:Senior Program Manager, Emergencies and Humanitarian AssistanceLocation:Toronto, Canada (up to 10% international travel annually)Status:Contact Level:Full-time, 12-month contract (Parental Leave Cover)AThe PositionThe Program Manager is an integral member of the Emergencies & Humanitarian Assistance team and will have an opportunity to influence and execute part of the team’s strategy to grow program impact as part of our overall organizational strategy: All Girls Standing Strong Creating Global Change.Working collaboratively with Plan International Country Offices, and a dedicated team of Program & Compliance/Grants Finance Managers and Technical Advisors, a flexible approach to working and a desire to collaborate and learn from colleagues is critical to success.The Program Manager will be responsible for an assigned portfolio of emergency and humanitarian grants across several countries in Africa, Asia, Latin America, the Middle East, and/or Eastern Europe (geographic locations subject to change depending on need), which will require project planning, report writing, support for implementation, program closing and/or extension of existing projects as appropriate. They work collaboratively with Compliance/Grants Finance Managers to review and oversee project budgets, forecasts and donor financial reports (including variance analysis) and ensure adherence to donor agreements. When needed they also support the development of funding proposals.The Program Manager plays a pivotal role in supporting Plan International Country Offices to ensure quality and timely implementation of projects; formulate, review and revise reports, workplans and budgets; and roll-out monitoring and evaluation (M&E) and gender equality tools/ systems, including periodic evaluations as needed. They collaborate with Technical Advisors to ensure quality gender-responsive humanitarian programming, in sectors such as food security & nutrition, child protection in emergencies, education in emergencies, WASH etc.What success looks like?

  • The portfolio of projects assigned will demonstrate strong performance and delivery of grants, program management and compliance oversight and results with various donors such as Global Affairs Canada, the World Food Program, OCHA, and others.
  • Excellent relationship with Plan International Country Offices and Plan International Canada partners will have been established to manage and deliver expected results.
  • Effective ongoing interactions with Technical Advisors and Compliance/Grants Finance Managers to assure efficient planning, quality control of project implementation, high quality reporting and knowledge management processes.
  • The Program Management, Compliance/Grants Finance, and Technical Quality teams are performing efficiently and effectively with good communication in all assigned projects to improve impact, especially for women and girls.
  • They contribute to the development and maintenance of systems/ tools to improve efficiencies within projects and ensure best practices in grant management.
  • Relevant knowledge and experience in humanitarian affairs is shared across Plan International Canada and externally, as requested.

As our ideal candidate you will have:

  • Proven experience in emergencies and humanitarian programming, some of which should have been gained overseas.
  • Successfully managed humanitarian grants with different donors (including Global Affairs Canada’s International Humanitarian Assistance division, the World Food Programme, and other UN agencies), ensuring familiarity with Results Based Management (RBM), effective planning processes, high quality reporting, deliverables and project close out.
  • Knowledge of humanitarian principles and understanding of key thematic areas such as child protection, education, food security, nutrition, health, WASH etc.
  • Experience reviewing, analyzing and synthesizing information to produce high quality project documents (including donor reports, funding proposals, financial reports, knowledge management documents and communication materials).
  • Exceptional ability to build productive working relationships with diverse colleagues across the organization and with Country Offices, donors and other partners.
  • Ability to establish priorities in a time-sensitive environment, meet deadlines, and ensure high quality deliverables are met with strong attention to detail.
  • An adaptable work style; open to collaboration with diverse professionals; thrive in a fast-paced, matrixed environment.
  • Degree in humanitarian affairs, international development, project cycle management, or other relevant discipline is an asset.
  • Fluency in English, with strong verbal and written communication skills (French and/or Spanish language skills would be considered a strong asset).
