Job description: Our client the Land Development Agency (LDA) is a commercial, semi-State body that seeks to maximise the supply of affordable homes on public and other land in a financially sustainable manner, supporting the creation of thriving communities and delivering ongoing positive social impact. It is overseen by an independent board of directors and is funded with €5 billion of equity capital committed by the Government. It is also permitted to borrow up to €1.25bnThe LDA has commenced construction on a number of projects on State land and has a delivery pipeline in excess of 17,000 homes. It also works in partnership with the country’s largest and most experienced homebuilders and will deliver a further 8,000 homes under the Government’s Project Tosaigh initiative.Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.The RoleWe are looking for a Planning Project Manager to join our Planning Services Department in the LDA. In this role, the successful candidate will work with the team to develop and advise on forward planning policy, master planning and planning and design support for LDA projects across the lifecycle from origination to development.This role is focussed on optimising relevant public and other lands, forward planning and urban design to demonstrate innovative and climate resilient developments, masterplans and projects to achieve sustainable affordable communities in line with LDA remit. • Manage, support, advise and progress planning and infrastructure frameworks / masterplans, related projects and workstreams collaboratively in support of large scale or early-stage projects for the LDA and our partners
• Support development of the relevant public lands analysis and reporting, identify areas with potential for development/ regeneration in support of LDA role and remit.
• Work collaboratively to support a programme management approach to progress the timely development of plans/ masterplans and project designs.
• Procure/ develop/ manage analysis / studies as relevant to deliver effective outputs
• Ensure appropriate risk management and mitigation is in place
• To manage a budget where relevant and ensure KPI’s /key deliverables are achieved in line with agreed terms and conditions
• Monitor and track progress / policies or key issues
• Provide timely planning advice and input to help shape and inform planning and development of projects at key stages to achieve key outcomes in line with LDA remit
• Undertake early-stage analysis, planning policy compliance, due diligence and feasibility for sites, planning baseline reports and briefing in support of LDA objectives
• Support analysis and of future land capacity for development /regeneration areas.
• Liaise with, support / co-ordinate stakeholders to ensure development of robust, deliverable and ambitious plans that support compact urban growth/ regeneration and affordable sustainable communities as appropriate.

Qualifications and Experience Requirements:

• At least six years’ relevant planning experience in forward planning/ urban planning
• Formal qualification (RTPI/ IPI, RIAI) or equivalent in town planning, urban design
• Experience of progressing feasibility and planning for complex multi phased strategic areas/ spatial planning /large-scale urban regeneration projects.
• Demonstrable experience of forward planning/ developing plans/ masterplans in the Irish Planning system
• Project management skills with a proven record working with multi-disciplinary teams in support of a programme management approach.
• Skills to develop and progress projects that demonstrate innovation in design to achieve low carbon, climate resilient compact urban growth
• Excellent written and verbal communication skills and a proven record with stakeholder management, and relationship building
• Demonstrable drive and track record of getting things done.
• Strong understanding of the Irish legislative planning context, development industry and political landscape.
• Knowledge and an understanding of project viability assessments.

Desirable Skills:

• Experience working with Local Authorities, State, or Semi-State sectors is an advantage but not required.
• Knowledge of public procurement is an advantage
• Understanding of recent trends in urban design
