Job description: Job titleTeam Leader Learning & DevelopmentGradeFor EvaluationStreamOQ8FunctionPT&C – People – Talent ManagementLocationMuscatBudget control*OPEX and/or CAPEX and/or Revenue amount as relevant*Reporting toHead Talent ManagementDirect reportsTBCJob purposeLead the Learning & Development activities and team at OQ8, as the owner of the Learning & Development & Assessment standards through; (1) Lead the Learning & Development Framework at OQ8 for all roles (technical & non-technical), (2) Ensure the execution of Learning & Development program is up to the standard and meeting business objectives, (3) Liaise with discipline leads to evaluate the trainees progress level, and (4) Ensure Learning & Development is integrated with other Talent Management solutions within OQ8 ; in order to ensure OQ8 maintains pipeline of technical capabilities growing that will contribute with the sustainability of the business and elevation of OQ8 performance.The position will act in accordance with the OQ8’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and standards, supported by an IT Technology platform, HSE standards, Oman’s government & other legal justification’s, and best international practices in consonance with national objectives.Main tasks and responsibilities

  • Lead and coordinate the Learning & Development framework and team at OQ8 in order to facilitate the development and implementation of the company competence framework standards for the organization’s development.
  • Ensure the execution of learning & development program is up to the standard and meeting business objectives
  • Liaise with discipline leads to evaluate the trainees’ progress level.
  • Ensure Learning & Development is integrated with other Talent Management solutions within OQ8
  • Lead the develop the related Policy / Standards / systems to be established at OQ8 for learning & development in order to ensure the realization of the Assessment Centre including Competencies for all technical jobs and its Job progression and the assessment & Verification of Standard Processes that effectively meet business objectives.
  • Lead the preparation of reports on learning & development results
  • Conduct Feedback sessions and evaluation of learning & development program
  • Identify training needs and trends within the business, designs and delivers both in-house and with expert third parties, Learning and Development programs (a solution which includes a blended approach to learning such as coaching, classroom training, 1-2-1 sessions, action learning & e-learning),
  • Monitor learning & development needs in the organization, and design, plan, and implement training programs, policies, and procedures to fulfill those needs.
  • Build, drive and direct the organisational capability through resourcing, engaging and retaining quality talent committed to deliver and achieve business results.
  • Identify learning & development needs and trends within the business, designs and delivers both in-house and with expert third parties, training programs (a solution which includes a blended approach to learning such as coaching, classroom training, 1-2-1 sessions, action learning & e-learning),
  • Developing, facilitating and supervising development programs for employees,
  • Assess the training needs of OQ8 by implement training and development plans, and facilitate a wide variety of training programs that enhance the effectiveness of the workforce (employees).
  • Reviews existing training programs; suggests enhancements and modifications to improve engagement, learning, and retention and/or to meet the changing needs of clientele, the organization, or the industry.
  • Ensures that training materials and programs are current, accurate, and effective.
  • Maintains knowledge of new methods and techniques for training, and training requirements applicable to OQ8.
  • Identifies problems and opportunities such as operational changes or industry developments that training could improve.
  • Conducts or facilitates required and recommended training sessions.
  • Collaborates with vendors and third-party training providers to arrange employee registration for and participation in outside training programs.
  • Ensures that training milestones and goals are met while adhering to approved training budget.
  • Prepares and implements training budget.
  • Performs other related duties as assigned.

Key interactionsInternal: Liaise with colleagues and stakeholders for day-to-day work.External: Acts as liaison between clients, vendors, and consultants, and main stakeholders.Notable Working Conditions. Office environment and Filed operations Moderate to intensive computer screen use.Education requirementsBachelor’s degree in human resource, Administration, or related fieldMaster or Post-graduate coursework. in a related discipline (preferred)Language requirementsExcellent knowledge of written, read, and spoken English (required)Background and experienceCompetencies and skills

  • 10 – 12 years of relevant experience
  • Oil & Energy experience (greenfield petrochemical plant operations and infrastructure)
  • Experience with various HR functions, including:
  • Training programs
  • Strong experience in:
  • Technical development framework for Oil & Gas (OMT).
  • Performance system for technical development framework
  • Detailed-oriented with excellent organizing and planning skills.
  • Ability to establish and maintain effective working relations with people in a multi-cultural environment
  • Ability to work on own initiative
  • Good communication skills & interpersonal skills.
  • Ability to be flexible, motivated, resourceful, and organized to work in a multi-functional role
  • Builds expert knowledge in our organization and conveys knowledge to others

Technical:

  • Computer literate with expertise in MS Office.
  • Training
  • Excellent verbal and written communication skills with strong graphic design ability.
  • Thorough understanding of training processes.
  • Ability to moderate large groups.
  • Extremely organized and detail-oriented.
  • Proficient with Microsoft Office Suite or related software.
