  • Create Contract plans well ahead for Operation Contracts in order to meet end user’s timelines.
  • Coordinate with other team members to collect all Operation Contracts, check the synergy between them and unify the common ones before start tendering processes.
  • Perform the development of tender specifications for Operation Contracts. In line with business expectations, risk perspective and applicable laws.
  • Execute the full contract cycle from pre-award to post-award and carry out contract. Including the tender-board approvals.
  • Draft complex contracts and commercial terms and conditions to best serve and protect the company interests. Including technical recommendations.
  • Respond to all clarification requests during tendering period.
  • Align with end user for conducting technical evaluation then taking responsibility for conducting commercial evaluation.
  • Conduct negotiations with vendors to realize the total economic value to the company considering quality and cost.
  • Support tendering activities and contract management activities in alignment with the organization’s policy and code of ethics to ensure the right contracts are in place to deliver value to internal customers.
  • Support the management of contract disputes to ensure fair and timely resolution with vendors. This includes escalation of disputes where needed with the support of legal.
  • Build and maintain relationship with suppliers within the region to ensure positive, constructive and cost-effective commercial agreements for the company.
  • Monitor market trends and provide accurate supply information to internal customers.
  • Continuously update the tracking tool with the latest tendering / contracts’ information and details.
  • Maintain HSE as a priority through compliance with HSE rules and ensure that all contracts are fully compliance with company HSE policies.
  • Collaborate with the ICV team to ensure that In Country Value (ICV) are in place wherever it’s applicable.
  • Promote and encourage the continuous learning and development among team members including knowledge sharing activities.
  • Contribute to the development and implementation of departmental policies, systems, processes, procedures and controls, and continuously identify and recommend improvements while ensuring compliance with the group guidelines, international / local standards and relevant legislation.
  • Support the integration program as needed.
  • Operation Contracts includes raw materials supply, chemical, catalyst, additives, lab, diesel, etc.
  • Report on contract specific indicators and KPI’s to relevant stakeholders within the procurement function, upstream, downstream functions.
  • Maintains a list of “good” and “poor” performing Maintenance contractors based on contract performance reviews.
  • Execute Vendor selection and approval for pre-award activities.
  • Operation supplier Relationship Management (SRM) program for key vendors.
  • Contract compliance for Operation contracts with vendors and ensure contractual obligations are met.
  • Support stakeholders by giving advice on claims related with Operation vendors for early resolution
  • Troubleshoot all Operations vendor problems and present to management as required.
  • Execute insurance certificate for Operations Contracts,
  • Execute the performance bond management related to Operations Contracts.

Office environment, intensive computer screen use, sporadic visits to operation site, traveling, when possible and needed.Education requirementsBachelor’s degree in supply chain, Engineering, Production Operations Management, Business Administration or equivalent.Professional Certifications such CIPS is an added advantage.   • Deep understanding of tender law and tender procedures.
  • Working experience in capacity planning and demand management
  • Working experience in Change orders process, vendor evaluation for OMT Contracts, insurance certificate associated to OMT Contracts / vendors, performance bond management related to OMT Contracts.
  • Highly organized, detail-oriented and able to work independently.
  • Strong Communication skills (including verbal and written).
  • Strong Negotiation skills.
  • Analytical skills

Technical:

  • Microsoft, Excel, Power Point, Word and ERP systems.
  • Supply chain management and operations
  • Ability to conduct capacity planning and demand management
  • Knowledge and understanding of Master Production Scheduling, Inventory Management and Optimization, MRP, Logistics, Warehousing and Distribution
  • Change orders process, vendor evaluation for OMT Contracts, insurance certificate associated to OMT Contracts / vendors, performance bond management related to OMT Contracts.
