Detailed DescriptionDevelop and implement the entity’s procurement strategy in compliance with OIA procurement and tendering policies.Establish, monitor and supervise applicable processes within the procurement function to ensure corporate compliance for all procurement activities.Verify material requisitions and perform preliminary enquiriesEnsure alignment with the OIA Mandatory List and national In-Country Value (ICV) frameworks.Establish procurement KPIs to measure cost savings, ICV contribution, and efficiency in serving internal stakeholders.Ensure effective communication with suppliers/vendors and potential biddersOversee and/or support end-to-end tendering processes, including prequalification, RFP/RFQ preparation, bid evaluations, and award negotiations.Manage contract variations, renewals, disputes, and termination processes.Ensure adherence to internal procurement controls, financial delegation limits, and legal/regulatory requirements.Implement and monitor standardized procurement processes and documentation, including tender evaluations, bid clarifications, and contract award recommendations.Ensure use of e-tendering platform in line with policy thresholds and transparency requirements.Establish and maintain up to date vendor/supplier list for recurring service procurementsDevelop supplier sourcing strategies in alignment with OIA’s mandatory vendor lists and approved framework agreements.Build and maintain a robust supplier base that enhances competition, reliability, and innovation.Monitor supplier performance and maintain supplier scorecards, audits, and corrective action plans.Establish and maintain up to date vendor/supplier list for recurring service procurementsEnsure procurement activities support Oman’s ICV objectives, including local sourcing, SME engagement, Riyada cardholder requirements, local workforce participation, and technology transfer in compliance with statutory and regulatory requirements of the Company.Develop appropriate ICV scoring in bid evaluation processes and monitor contractor commitments against ICV plans.Continuous improvement of Company ICV objectives in line with national initiatives and international best practices statutory and regulatory requirements of the Company.Serve as a member of or secretary of (as applicable) the internal tender committees.Ensure all procurement submissions to the relevant tender committees are complete, accurate and compliant with the OIA PTP (or any other applicable policy), internal process maps and procurement best practices.Coordinate with and/or support user departments, regulatory and compliance (legal) and the finance department throughout the bid evaluation process.Lead, oversee and/or support (as applicable) commercial and contractual negotiations with shortlisted bidders.Ensure addendums, bid opening report, negotiation records and minutes, and clarifications are properly documented.Provide input to the internal tender committees on procurement strategies and bid evaluation methodology and criteria to support informed decision making.Monitor implementation of internal tender committees’ decision and ensure timely communication of outcomes to internal and external stakeholders as well as biddersEnsure the procurement function upholds the principles of fairness and transparency across all of its dealings.Act as the primary custodian of procurement governance by ensuring all activities are executed in accordance with applicable policies.Enforce and monitor compliance with conflict of interest policies (or equivalent).Ensure conflict of interest declarations are recorded and retained a part of the procurement record for each relevant tender.In coordination with the general counsel (or equivalent), implement preventative measures and internal controls to mitigate conflict of interest.Lead and develop the procurement team, ensuring capability building, succession planning, and performance management.Collaborate with legal, finance and technical departments to ensure effective procurement planning.Act as the focal point for audit reviews, tender committee reporting, and external regulator engagements.Represent the Company through participation in and contribution to various national and shareholder initiatives relating to ICV, Omanisation and procurement in general.Identify and plan for expenses during the year in alignment with business objectives and priorities.Provide inputs in finalizing the budget for the department/section and monitor budget continuously.Highlight and prepare a business case for deviations from budget/expenditures on unplanned activities.Communicate the overall business plan and focus areas for the business and clarify the manner in which the team will contribute to overall business objectives; translate the business plan into team/departmental objectives.Delegate responsibilities and tasks to team members with clear timelines and expectations on quality; make available the requisite resources to perform the job.Review performance in an objective, fair, and transparent manner and hold people accountable for performance; create development plans in line with employee aspirations and company objectives.Training, knowledge transfer and raising awareness of procurement best practices including conflict of interest risks and disclosure responsibilities for orginating departments and procurement function team.– Manage the purchase orders and follow up on suppliers, shipping clearance, supplier transportation, and payments and update the database and complete the documentation process.– Gather and maintain market information regarding availability and cost of products and equipment and provide it to users for referencing, project development and budgetary purposes.Gather and maintain market information regarding SMEs, Riyada cardholdersJob Requirements
