Brief Description
Detailed DescriptionPlanning:

  • Assist the Director of Planning & Project Development in the preparation of the seven year statements,
  • Liaise with the key stakeholders on the specification of data requirements and its collection
  • Manage and undertake the day to day modelling activities including reliability, optimisation, plant operational simulation studies and fuel usage studies
  • Evaluate resource options for electricity and water supply, including specific supply technologies with their cost and operating parameters, and maintain associated databases necessary for resource planning
  • Assess risks and develop mitigation plans associated with demand and supply contingencies
  • Prepare project definition handover reports to initiate procurement actions
  • Prepare effective communication of planning issues, methodologies, analytical results, and recommendations via reports, memoranda, presentations and letters
  • Manage planning projects as assigned, including in-house and consultant teams, and encompassing achievement of milestone objectives, progress reporting, review processes, and effective management practice

Forecasting:

  • Develop and apply models for forecast of electricity and water demand
  • Direct the sourcing, collection, and maintenance of input data for demand models
  • Coordinate effectively with stakeholders in demand forecasts, such as electricity distribution companies, water departments, OETC, OWWCS, APSR, etc.
  • Prepare forecasts of OPWP budgets for water and power expenditures in coordination with Finance Department
  • Prepare forecasts of fuel requirements and fuel nominations for MEM and OQ-gas

Bulk Supply Tariff

  • Develop and maintain pricing models tailored for the Oman power and water sectors
  • Prepare pricing or tariff schedules for electricity and water desalination for OPWP’s customers as needed;
  • Employ relevant pricing and system planning models to ensure accurate and timely determination of the prices
  • Keep abreast with the various emerging system and planning issues
  • Identifies key issues and constraints and formulate processes and policy on Bulk Tariffs.
  • Assist CCI Department for raising Bulk Supply invoices

Tariff Evaluation

  • Support PIC in negotiation teams for power and water purchase contracts to assure Economic Purchase of supply
  • Conduct research, analysis, and prepare documentation to support tariff benchmarks and reference points for tariff evaluation
  • Develop models or inputs to models for tariff evaluation
  • Maintain databases and models relevant to tariff evaluation

Report

  • Communicate risks and issues to management through the production of monthly reports
  • Responsible for the preparation of relevant sections of annual report of the previous year
  • Responsible for the preparation of relevant sections of 7 Year statement report

Job Requirements

  • A bachelor’s degree in a numerate discipline such as economics, statistics, engineering, or mathematics is essential.
  • Minimum of 8 years’ experience in an electrical energy or water background, and 4 years’ in planning.
