The Australia Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.About DT Global

The Monitoring, Evaluation and Learning (MEL) Manager is responsible for contributing to the design of the AIPJ3 Monitoring, Evaluation and Learning Framework and implementing and refining it over the course of the program, guiding the rest of the team and partners. This framework underpins the program’s strategic focus on achieving outcomes that strengthen access to justice, human rights, security and legal reform in Indonesia. The MEL Manager will ensure that robust, participatory, and gender-sensitive MEL systems are operating effectively to measure progress, inform adaptive management, and support evidence-based decision-making for both DFAT and Government of Indonesia stakeholders. The MEL Manager will report to the Quality and Learning Lead, will be supported by the Senior MEL Adviser and work collaboratively with AIPJ3 technical teams, implementing partners, and relevant DFAT investments to promote integration and foster a learning culture in support of AIPJ3 outcomes.Click on the link or copy paste it to access the full Terms of Reference for this position:

Specific Responsibilities

  • Support the design and implementation of the AIPJ3 MEL system so that it aligns with DFAT and Government of Indonesia requirements
  • Ensure MEL tools, and processes align with AIPJ3’s focus on justice reform, human rights, security and inclusive development and include a balance of qualitative and quantitative methods.
  • Respond to requests for performance information from DFAT and Bappenas
  • Collaborate with technical teams to integrate MEL across all program components and cross-cutting themes, including gender equality, disability, and social inclusion (GEDSI).
  • Design, coordinate and facilitate Reflection Workshops, ensuring there is strong integration between strategy and planning, MEL and adaptation.
  • Provide technical assistance to AIPJ3 staff, implementing partners, and justice and security sector stakeholders on MEL planning, data collection, analysis, and use.
  • Design and deliver MEL capacity building activities for AIPJ3 personnel, partners, and institutions, based on assessed needs.
  • Develop and maintain a central MEL database and repository of tools, templates, and learning resources.
  • In collaboration with the MIS/KHUB Manager, contribute to the development and implementation of an integrated system for effective sharing, discovery, creation and retention of knowledge and data produced by AIPJ3, including real time access for DFAT.
  • Lead the collection, analysis, and synthesis of monitoring data, evaluations, case studies, and lessons learned.
  • Contribute to the development of high-quality MEL deliverables, including progress and performance reports, annual workplans, Engagement Strategies, learning briefs, and outcome assessments.
  • Support evidence-based reporting and learning for DFAT, Government of Australia and Government of Indonesia stakeholders.
  • Engage with other DFAT-funded programs to align MEL practices, reduce duplication, and share learning across programs.
  • Provide quality assurance and technical input to internal and external MEL products and processes.
  • Promote the use of MEL findings to inform adaptive management and strategic decision-making within the program.
  • Monitor MEL-related risks and support the implementation of mitigation measures.

Ensure compliance with DFAT, DT Global, and AIPJ3 policies on gender equality, disability inclusion, safeguarding (including PSEAH and child protection), fraud and anti-corruption, and environmental sustainability.Selection Criteria
Essential Experience and Knowledge

  • Postgraduate qualifications in social sciences, evaluation, management, public policy, or other relevant discipline (research and methodological experience encouraged).

At least 7 years’ experience in MEL with a proven track record in implementing MEL systems on international development programs, including disaggregated data for monitoring gender equality and disability equity. * Demonstrated experience working with MEL short-term advisors or consultants.

  • Demonstrated experience in modifying or contextualising M&E tools or approaches for use within specific programmatic contexts.
  • Demonstrated experience conducting MEL related training.
  • Strong information management skills with demonstrated prior experience in qualitative data collection and analysis within the context of development programs or comparable settings.
  • Ability to manage competing tasks and work independently and to tight deadlines.
  • Exceptional verbal and written communication skills in English and Indonesian.
  • Demonstrated ability to communicate with a wide range of stakeholders from diverse backgrounds
