Job description: Position: Manager (Strategic Purchasing)Rank: Senior Executive OfficerDepartment/Cluster: Strategic Purchasing Office, Strategy & Planning Division, HA Head OfficePay: HK$96,142 to HK$140,903 [HMPS point 9 to 19] per month including Monthly AllowanceUp to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance.Key Responsibilities:
The post-holder will be seconded to the Strategic Purchasing Office (SPO), Health Bureau with main duties as follows:1. To provide senior administrative and executive support to the exploration and development of new initiatives for implementation of strategic purchasing programmes (SPPs) under SPO.
2. To assist in coordinating and liaising with external stakeholders and other Government bureaux/departments to facilitate assessment and commissioning research on advising the direction of strategic purchasing.
3. To work with relevant stakeholders and parties on programme design, which includes defining scope, objectives, acquisition mode of programmes, service model as well as other parameters of new SPP initiatives.
4. To coordinate and provide secretarial support to various internal and inter-departmental meetings related to SPPs.
5. To coordinate matters related to the development, enhancement and promotion of SPPs.
6. To provide departmental support to the team and overview of grade management and training matters.
7. To support the marketing and publicity work associated with launching of new SPPs and phased-promotion of SPPs in operation.
8. To supervise the performance of subordinates and to perform any other duties as assigned by supervisors.Entry Requirements:
1. A university degree or equivalent.
2. At least 7 years’ post-qualification managerial experience in management function / respective profession / function of the post, of which at least 3 years’ experience is in middle management / professional level (e.g. EO I or equivalent level).
3. Good command of both written and spoken English and Chinese.Preferable Attributes/Exposure:
1. Good communication, interpersonal and organizational skills.
2. Strong analytical and problem solving skills.
3. Responsible, self-motivated, and able to work under pressure.
4. Proficient in computing / PC skills (e.g. MS Word, Excel, PowerPoint) and Chinese word processing.Remarks
