Job description: About the job Manager, Strategic Planning & GovernanceROLE PURPOSE:

  • Develop, drive and operationalise MYBU (Malaysia Business Unit) Integrated Strategy that is in-line with ME strategy.
  • Develop, lead and operationalise the Integrated Planning process, through integrating the Functions and Assets planning processes, in order to meeting the agreed MYBU targets and KPI (Key Performance Indicators).
  • Lead and support the development of strategy and work to enhance and strengthen MYBU Governance, risks and internal controls, adhering to the required/in-place governance processes, meeting internal and external requirements such as OMS (Operations Management System), Stage Gate Processes, PSC (Production Sharing Contract), JOA (Joint Operating Agreement) PPGUA (PETRONAS Procedures and Guidelines for Upstream Activities), and UGSA (Upstream Gas Sales Agreement) etc.
  • Develop and operationalise Business Improvement processes that align with MYBU must-haves and needs.

KEY ACCOUNTABILITIES:MYBU Integrated Strategy

  • Lead and develop the process to integrate Functions, Assets Strategies into MYBU Strategy inline with ME Strategy.
  • Operationalize the agreed Integrated Strategy process, working with and support from the Functions and Asset Teams.
  • Support MYBU Management to lead and drive the agreed MYBU Strategy to meet MYBU agreed Business targets and KPI.

Integrated Planning

  • Lead and design the Integrated Planning process through integrating the Functions and Assets planning processes.
  • Support and provide the output of the Integrated Planning process as input to the BP (Business Planning) and WPB (Work Programme and Budget) Planning process, led by Finance Function.
  • Preparation and coordination of OCM, TCM and MCM meetings with PETRONAS and JVPs respectively. Except for annual WPB TCM and MCM that become part of the WPB Planning process.
  • Preparation and coordination of Pegaga AGDP (Annual Gas Delivery Programme) submission to Gas Buyer. The AGDP will be owned by Production Operations Function.
  • Jointly work with Production Operations and Finance functions, to support in operationalizing the:
  • Agreed Pegaga AGDP.
  • Condensate sales planning and execution.
  • Agreed Condensate Quality Banking agreement.

MYBU Governance

  • Developing and delivering short, medium and long terms governance strategies and plans that align with Functions, Asset and Business Plans.
  • Develop and lead the MYBU Governance, Risks and Control Framework to assess MYBU adherence to PSC, JOA, PPGUA, UGSA, etc. as well as Group Standard Policies, Guidelines and Procedures, and include recommendations for improvement.
  • Assess and forecast MYBU performance on CCI rating by PETRONAS, through collaborations with various PPGUA process owners in MYBU, anticipate show stoppers and potential risks, to safeguard Good rating.
  • Develop the required BU processes and business controls to manage risks associated to Pegaga UGSA, to safeguard Pegaga UGSA value.
  • Develop a risk based self-assurance (self-audit) programme for critical and strategic Functions/Scope that have material impact on MYBU Pegaga Project operational readiness.
  • Implement the self-assurance exercise, peer reviews, integrated self-audit and provide timely report to management, highlighting areas for improvement and best practices.
  • Liaise with relevant personnel from Functions, Assets and Business to ensure timely close out of audit recommendations.
  • MYBU Focal Point for all MP (Abu-Dhabi) led internal audits.
  • Manage all key documentations, information and records pertaining to MYBU governance.

Business Improvement

  • Design and operationalise Business Improvement processes that align with MYBU must-haves and needs.
  • Champion Lessons Learnt management and channel learning feedback loop to the Business.
  • Develop and maintain processes for continuous learnings from assurance outcome and control incidents in MYBU, identifying issues and trend for management actions.
  • Maintain overall MYBU Control Incidents database relating to Governance scope and ensure sharing of learnings.
  • Manage all key documentations, information and records pertaining to MYBU Business Improvement.

HSSE Commitment

  • Shall comply with all Company HSSE Policy, Standards, and Procedures.
  • Demonstrate HSSE commitment in any activities starting from an initial plan until the completion, role model, and actively participate in any Company HSSE initiatives to satisfy the Company HSSE KPI/target.
  • Responsible for working safely and environmentally sustainable manner.

Leadership

  • Lead the effective achievement of functional objectives through strong leadership of the Strategic Planning and Governance function and department effective integration of the disciplines, setting individual objectives, managing performance, recruiting qualified staff, developing and motivating staff, provision of formal and informal feedback and appraisal in order to maximise employee and departmental performance.

KNOWLEDGE, SKILLS & EXPERIENCE:Knowledge:

  • Bachelors degree (Engineering/Finance/Economics an advantage) with expert knowledge on oil & gas industry, particularly upstream component (exploration and production) business and economic model.
  • Knowledge of Malaysia upstream oil and gas sector including tax and fiscal terms, PSCs, JOA, PPGUA, UGSA, Oil/Crude Sales Agreement, Upstream Shared Facilities Agreement, Quality Banking Agreements.
  • Integrated Planning Process, Business planning and WPB.
  • Enterprise Risk Management, Governance, risks, audits and controls processes.
  • Oil and gas upstream business improvement processes and quality management system.
  • Stakeholders Management.

Experience:

  • 10 15 years experience in upstream oil and gas particularly in area of integrated strategy and planning, business planning, governance, risks and internal control, audits and business improvement.
  • Proven track record in delivering results and continuous improvement
