This role involves interpreting policies, setting service priorities, and training all purchasing officers. The Manager is responsible for facilitating the Purchasing Shared Services model, supporting the assigned standard operational procedures, and representing the Services and operational requirements in system and business process improvements.In this role, your responsibilities will include:

• Procure-to-Pay Operations: Manage and direct the University’s procure-to-pay (P2P) activities under $100K, ensuring strategic approach and compliance with procurement policies and regulations, and resolve complex purchasing issues.
• Procurement System and Workflows: Oversee procurement system workflows, operational administration, and efficient processing across faculties and services. Serve as a functional expert for system enhancements and business process optimization.
• Strategic Planning and Stakeholder Engagement: Lead mid to long-term procurement planning aligned with strategic sourcing needs, and maintain strong relationships with faculties, research, and administrative sectors for proactive support.
• Policy Guidance and Support: Provide expert advice on procure-to pay (P2P) and expense related policies and procedures, support departments with operational guidance, and recommend policy adjustments as needed.
• Performance Monitoring: Set and monitor key performance indicators (KPIs) for alignment with the Purchasing Shared Services model, ensuring regular reporting and analysis for continuous improvement aligned with strategic goals.
• Supplier Relationship Management: Support negotiations for contracts to secure favorable terms, manage supplier relationships to ensure high-quality, reliable, and cost-effective service agreements.

What you will bring:

• Supply Chain Management Diploma, Certification, or demonstrated experience in a similar role.
• Minimum of 7 years of experience in a similar role, preferably in Supply Chain Management.
• Minimum of 3 years of significant experience in a management role.
• Advanced knowledge of procurement principles and practices
• Knowledge of University or Higher Education and Broader Public sector procurement policies and procedures, and other procurement legislation
• Knowledge of tax and customs legislation and regulations
• Advanced experience in developing standard operating procedures and service standards
• Advanced experience in analyzing, optimizing and aligning Enterprise Management Solutions systems and software
• Experience in managing ongoing transformation initiatives
• Ability to work under pressure and adapt to shifting priorities
• Knowledge of federal and provincial legislation on occupational health and safety, environmental protection and the transportation of dangerous goods an asset
• Experience with logistics and inventory management
• Experience interpreting, explaining, and applying policies and regulations
• Excellent communication, interpersonal and customer service skills
• Experience in negotiating
• Ability to leverage data analytics tools to drive informed decision-making and optimize business processes
• Bilingualism – English and French (oral and written) are required.
