The Strategic Transformation Group plays a key role in translating operational ideas into initiatives that are aligned with the agency’s strategic goals and investment planning priorities.The Manager of Project Planning and Design will work across portfolios and with executive leaders to scope and shape initiatives into viable, fundable proposals. This includes the preparation of project documentation such as concept briefs, program outlines, and business cases.About the roleThe Manager Project Planning and Design plays a key role in the front-end development of strategic initiatives. Reporting to the Director Strategic Transformation, the role supports the shaping of project and program proposals in alignment with QCS’s investment logic, strategic priorities and delivery capacity.Key responsibilities include

  • Scoping new initiatives and preparing concept briefs and business cases
  • Engaging with stakeholders to refine and structure reform ideas
  • Ensuring alignment between operational needs and strategic objectives
  • Supporting benefits identification and delivery readiness
  • Translating ideas into proposals that are investment and implementation-ready

Key capabilities and experience

  • Strong background in program design, planning or public sector reform
  • Experience in developing business cases and investment submissions
  • High-level written communication skills for executive and ministerial documentation
  • Ability to engage stakeholders and influence decisions in a complex operatinenvironment
  • Knowledge of public sector investment frameworks and governance processes
  • Experience working within large or multi-stakeholder organisations
