Join us in building a resilient future for the University of Ottawa and become part of our collaborative and forward-thinking team.Position Purpose:Reporting to the Senior Manager, Business Operations, oversees the portfolio of capital IT projects within the Office of the Chief Risk Officer (OCRO). Acts as the business owner of all security systems such as card access control, CCTV cameras with their associated software application and incident management software. Works in collaboration with the university’s IT department towards the implementation of upgraded systems related to card access control, CCTV camera replacements, various software replacements, server migrations and more. Is responsible for the development of policies, training and user support regarding security technology assets on which OCRO operations are almost completely dependent.In this role, your responsibilities will include:Business case preparation: Collaborates with the university’s IT department to identify OCRO’ new business needs and other opportunities for technology to be applied to solve business problems, increase administrative efficiency and lower administrative costs, and improve services. Evaluates the technical, economic, and operational feasibility of different approaches to solving business problems. Develops project proposals.Project management: Creates or oversees detailed project plans and negotiates with other departments to organize inter-disciplinary project teams according to the needs of each project. Ensures that appropriate activity and progress reports are prepared regularly with respect to systems development projects. Ensures appropriate controls are built into the project plan. Ensures risks are monitored and managed over the course of each project, ensures that risk mitigation strategies are implemented where necessary.Technical resources management: Plays an integral role in overall security systems planning, including the development of the annual resource allocation plan.Business process analysis and design: Oversees the design of complete solutions to complex business problems using expert knowledge of technology, business process analysis techniques, business process re-engineering, and workflow analysis. Applies the concepts and principles of change management, ensures that appropriate communication strategies are put in place with respect to new projects and business process changes.IT solutions review: Evaluates or oversees the evaluation of “buy” and “build” approaches to meet business requirements. Develops requests for information and/or requests for proposals to solicit commercial software alternatives and, in collaboration with the IT department, conducts detailed functional and technical evaluations of commercial software products. Chooses the appropriate design architectures for University applications.Change management: Ensures that appropriate change management strategies are in place for all supported applications. Ensure that appropriate maintenance and support services are available for supported applications. Addresses escalated clients’ concerns.Methods, tools, techniques, and standards: Stays abreast of new security technology, work methods, and techniques. Proactively researches technologies and tools that are of potential interest to Office of the Chief Risk Officer; conducts formal evaluations of new products and builds business cases for the acquisition of new tools where appropriate. Defines or participates in the definition of the methodology and standards for systems development. Implements mechanisms to ensure that staff understands and follows the methodology and standards.What you will bring:Post-Secondary degree in Computer Science, Management Information Systems (MIS) or related field or an equivalent combination of education and experience.Minimum 6 years of experience in a complex and diverse IT environment demonstrating experience working with large, integrated security platforms and IT resources management.Knowledge of current security software and hardware solutionsExperience working with various security technology solutionsExperience using software metrics; formal estimation methods, defect measurement, etc.Experience in collaborating with other IT professionalsAnalytical and problem-solving skillsNegotiating, interpersonal and communication skillsBilingualism – French and English (spoken and written)#LI-GC1Key Competencies at uOttawa:
