Job description: A leading listed company is now looking for an IT PMO & Procurement manager. In this role, you will lead IT strategy, governance, and procurement optimization to drive operational efficiency, ensure compliance, and align technology investments with the organization’s strategic objectives in a dynamic, large-scale infrastructure environment.Jobs Duties:

• Drive IT initiatives that support the organization’s operational excellence and digital transformation goals, ensuring alignment with its broader transport and infrastructure strategy.
• Optimize IT procurement and vendor management processes to deliver cost-effective, scalable solutions for critical transport systems and corporate functions.

Act as the PMO’s key liaison, enforcing project governance standards and escalating risks to ensure compliance with stringent regulatory and safety requirements. * Refine financial controls and project tracking mechanisms to maximize ROI on IT investments, including those tied to large-scale infrastructure or passenger-facing systems.

• Develop dashboards and metrics to monitor IT portfolio performance, enabling agile decision-making for high-stakes projects (e.g., signaling upgrades, fare systems, or property tech integrations).
• Champion process improvements (e.g., Lean Six Sigma) to streamline IT operations amid dynamic operational demands.

Requirements:

• Bachelor’s degree in Business Administration, Finance, or a related field.
• Minimum 8 years of relevant experience, with at least 2 years in a senior supervisory role.
• Certifications in Agile, Lean Six Sigma, PMP, PRINCE2, or related disciplines are highly desirable.
• Proven track record in project/PMO management, process improvement, change management, and IT procurement.
• Strong business acumen, with expertise in business planning and strategy development.
• In-depth knowledge of project management methodologies and IT financial metrics.
• Excellent analytical, problem-solving, and influencing skills.
• Strong interpersonal, communication, and stakeholder management abilities.
• Fluency in English and Chinese (written and spoken).
