Job description: Our client has a 9 month hybrid (3 days in office per week) contract, in downtown Toronto, for someone with the following experience…Must Haves:
- 8+ years’ experience leading large-scale enterprise technology portfolio transformations, with demonstrated success in managing multiple concurrent initiatives across cloud infrastructure, data platforms, and enterprise system implementations
- 7+ years’ experience managing complex vendor relationships and strategic consulting partnerships in high-visibility government or regulated environments requiring rigorous governance and stakeholder coordination
- 7+ years’ experience in portfolio management methodologies, enterprise architecture frameworks, and technology modernization strategies with proven ability to navigate complex organizational and technical dependencies
- 7+ years’ experience managing technology portfolios with multiple interdependent workstreams, complex integration requirements, and competing stakeholder priorities in public sector environments
- 7+ years’ experience delivery methodologies including Agile, DevOps, and scaled framework implementations across enterprise technology initiatives
Responsibilities: * Strategic Portfolio Leadership:
- Develop and execute comprehensive portfolio strategy across the Enterprise Technology Migration Roadmap, ensuring alignment with enterprise technology standards and organizational objectives.
- Lead governance frameworks for multiple concurrent initiatives including cloud transformation, data platform migration, digital procurement solution implementation, and enterprise security enhancement programs.
- Drive alignment between technical delivery and business objectives across procurement modernization, data analytics, and digital experience initiatives.
- Establish and maintain executive-level stakeholder relationships across broader public sector organizations.
- Program & Project Management Excellence:
- Oversee multiple concurrent workstreams including enterprise system implementations, cloud infrastructure establishment, data platform migrations, and security enhancements.
- Implement robust program governance structures ensuring effective decision-making across complex, interdependent initiatives.
- Coordinate vendor relationships and delivery across strategic consulting partners and technology providers.
- Drive risk management frameworks across technology, security, integration, and organizational change dimensions.
- Technical Product Management:
- Lead product strategy and roadmap development for enterprise applications including digital procurement solutions, vendor databases, corporate systems, and integration platforms.
- Establish and maintain product backlogs aligned with business priorities and technical constraints.
- Drive requirements management across complex stakeholder environments involving government ministries, and external partners.
- Champion user-centered design and benefits realization measurement throughout the development lifecycle.
- Portfolio Optimization & Governance:
- Establish portfolio-level KPIs and performance measurement frameworks.
- Lead investment prioritization and resource allocation decisions across the technology portfolio.
- Drive continuous improvement initiatives and portfolio optimization based on delivery performance and business value.
- Coordinate with Enterprise Architecture to ensure alignment with technology standards and governance requirements.
- Change Management & Organizational Enablement:
- Develop and execute comprehensive change management strategies for technology adoption across the organization.
- Lead agile coaching and practice improvement initiatives across delivery teams.
- Establish training and capability development programs for internal teams and stakeholders.
- Drive communication strategies ensuring stakeholder engagement and buy-in throughout transformation initiatives.
- Vendor and Resource Management:
- Manage relationships with implementation partners and technology vendors, ensuring deliverables meet quality standards and organizational requirements.
- Oversee resource allocation and capacity planning across portfolio workstreams.
- Monitor and control portfolio budgets, ensuring optimal utilization of resources and alignment with financial parameters.
- Coordinate vendor performance measurement and relationship optimization activities.
- Risk Management and Quality Assurance:
- Implement robust risk management frameworks across the technology portfolio.
- Develop and maintain risk identification, assessment, and mitigation strategies for complex initiatives.
- Ensure compliance with regulatory requirements and enterprise technology standards.
- Coordinate security and privacy workstreams including threat assessments and compliance evaluations.
- Performance Monitoring and Optimization:
- Establish key performance indicators (KPIs) to measure portfolio success and organizational effectiveness.
- Regular monitoring and reporting on portfolio metrics, making data-driven decisions for continuous improvement.
- Lead post-implementation reviews and optimization initiatives across the portfolio.
