Job description: Statistical Processing Systems SectionSalary: HK$83,150 per monthEntry Requirements: Candidates should have –
(a) a Bachelor’s degree in information technology (IT) from a university in Hong Kong, or equivalent;
(b) at least one of the industry-recognised IT security certifications such as Certified Information Security Manager (CISM), Certified Information Systems Auditor (CISA) or Certified Information Systems Security Professional (CISSP);
(c) at least twelve (12) years’ post-qualification IT experience, with at least six (6) years at managerial level [Notes (1) and (2)];
(d) at least three (3) years’ working experience in implementing Government IT project(s) [Notes (1) and (2)];
(e) working experience as independent information security consultant in conducting departmental security risk assessment and audit exercises for at least two (2) different Government Bureaux/Departments;
(f) at least three (3) years’ working experience in managing System Analysis and Design (SA&D), implementation and maintenance for IT systems using HTML5, CSS, Microsoft .NET framework, Internet/Intranet, PHP, XML, JSON and/or JavaScript, etc. and relational databases (e.g. Microsoft SQL Server) [Notes (1) and (2)];
(g) at least three (3) years’ working experience in procurement of IT equipment and services and contract management in the Government environment [Notes (1) and (2)]; and
(h) met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE), or equivalent [Note (3)].Note:(1) Candidates should state in detail on the application form their academic qualifications and relevant work experience including managerial duties, together with their detailed resumes, a copy of (a) academic transcripts; (b) graduation certificates; and (c) supporting documents of relevant work experience.
(2) Preference will be given to candidates who have (a) working experience in Knowledge Management Support System, Electronic Recordkeeping System and Big Data Analytics Platform ; and/or (b) valid Project Management Professional (PMP) certification.
(3) For appointment purpose, ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 is accepted administratively as comparable to ‘Level 2’ in Chinese Language and English Language in the 2007 HKCEE and henceforth.Duties: The Information Security Manager is mainly deployed on –
(1) providing specialist advice on the formulation of IT strategy and implementation of IT and application security policy and guidelines;
(2) participating in the overall planning, coordination, development, testing and implementation of IT systems;
(3) overseeing the design/implementation/enhancement of IT systems and providing other system support;
(4) liaising and coordinating with parties concerned, including users, contractors and other bureaux/departments, for development/enhancement/implementation of the IT systems;
(5) planning and managing outsourcing activities, including tendering, contract negotiation, contract management, quality assurance of deliverables, progress monitoring and service acceptance, etc. and managing the performance of outsourced contractors;
(6) managing in-house and contract IT staff to provide system maintenance and support services for IT systems and services;
(7) providing technical advice to outsourced contractors, in-house and contract IT staff and users;
(8) managing various administrative tasks; and
(9) performing other duties as may be required.Terms of Appointment: Successful candidate will be appointed on non-civil service contract terms for about 12 months. Further renewal of contract will be subject to the candidate’s performance and service needs.Fringe Benefits The eligibility for the annual leave, rest days, statutory holidays (or substitute holidays), maternity leave, paternity leave, sickness allowance, where appropriate, will be granted in line with those provided for under the Employment Ordinance.
Upon satisfactory completion of the full contract period with consistently high standard of performance and conduct, the appointee will be granted a gratuity for the period of service. Such gratuity, plus any contribution by the Government to a Mandatory Provident Fund (MPF) scheme in respect of the appointee required by the MPF Schemes Ordinance, will equal to 15% of the total basic salary drawn during the contract period.How to apply: Application Forms [G.F. 340 (Rev. 7/2023)] are obtainable from any Home Affairs Enquiry Centre of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department.
