Job description: Location: The Exchange, Belgard Square North, Tallaght, Dublin 24.Working Hours: 37.5 hours per week (hybrid, 2 days at the office per week)The Commission for Regulation of Utilities (CRU) is hiring a Senior ICT/Cloud Engineer ready to step into an architect-level role as part of its Digital Transformation Strategy (2025-2030). This is a permanent public sector position, with a strong focus on cloud architecture and infrastructure modernisation.You will be responsible for the strategic design and evolution of the organisation’s ICT systems and digital infrastructure. This is a senior technical role that bridges business strategy and ICT delivery, ensuring the CRU’s technology landscape is secure, scalable, and aligned with its regulatory mission.You will lead architectural planning, design and implementation of enterprise-wide systems, including cloud services, data platforms, cybersecurity frameworks, and business applications. Your work will directly support the CRU’s ability to regulate Ireland’s energy and water sectors, enabling data-driven decision-making, operational efficiency, and digital innovation.This role requires a forward-thinking engineer with hands-on experience who can anticipate technology trends, assess relevance to CRU’s objectives, and guide the organisation through ICT transformation. You will work closely with internal teams, external partners, and government bodies to ensure all ICT initiatives are compliant, resilient, and future-ready.As outlined in the CRU’s Digital Strategy 2025-2030, you will lead and deliver a range of ICT technical projects. These include, but are not limited to, the rollout of:

  • an enterprise architecture framework
  • a systems integration platform
  • staff and industry portals
  • AI technologies
  • data analytics solutions

A proactive approach to learning is essential in this evolving field. The CRU will provide support, training, and development opportunities to help you grow into this role.Duties & ResponsibilitiesReporting to the ICT Manager, your role will include:1. Enterprise Architecture & Strategic Planning

  • Develop and maintain a long-term ICT architecture roadmap aligned with CRU’s objectives
  • Define architecture principles, standards, and governance models
  • Contribute to ICT strategy and digital transformation planning
  • Evaluate and recommend tools and methodologies
  • Align systems with national and EU digital frameworks

2. Systems Design, Integration & Implementation

  • Design and deliver end-to-end ICT solutions supporting regulatory needs
  • Select and implement enterprise applications, cloud services, and infrastructure
  • Ensure interoperability and scalability of systems
  • Lead system migrations and legacy modernisation
  • Collaborate with internal/external stakeholders on technical consistency

3. Data Architecture & Governance

  • Support development of data models, analytics, and oversight tools
  • Collaborate with regulatory and analytics teams
  • Contribute to data lifecycle strategies (archiving, retention, etc.)

4. Stakeholder Engagement & Leadership

  • Act as a trusted technical advisor to leadership
  • Communicate complex ICT topics clearly to non-technical teams
  • Lead cross-functional teams and external vendors
  • Promote architectural awareness and digital literacy

5. Innovation & Continuous Improvement

  • Monitor and assess emerging technologies
  • Champion innovation in ICT delivery
  • Support agile and DevOps methodologies where relevant
  • Pilot tools and frameworks that enhance operational efficiency
  • Maintain SOPs and technical documentation to ensure continuity

Qualifications & SkillsEssential RequirementsCandidates must have: * NFQ Level 8 Honours Degree (2.1 or higher) in Computer Science, ICT, Cloud Computing, or a related discipline

  • Minimum 3 years of relevant experience in systems architecture or a senior technical role

You should demonstrate experience in:

  • Architecture frameworks and alignment with business strategy (e.g., TOGAF, ITIL, ISO 27001, NIST)
  • Azure, hybrid cloud, SaaS platforms, and secure cloud governance
  • Microsoft 365, SharePoint, Exchange, SQL Server, Windows OS, Hyper-V or VMware
  • Systems integration, data modelling, lifecycle management
  • On-prem hardware (firewalls, SANs, PBX, networking, endpoints)
  • Security (IAM, SIEM, network/cloud security, incident response)
  • Awareness of AI technologies (e.g., chatbots, CRM integrations)
  • Managing complex ICT environments, priorities, and timelines

Desirable Requirements

  • Project Management (Prince2, Agile, PMP) or ITIL Certification
  • Security Certification (CISA, CISSP, CISM)
  • Microsoft Certifications (Azure, SQL)
  • Familiarity with public sector procurement and OGP Frameworks
