Through our three concepts, our energized, dynamic and knowledgeable associates provide an easy-to-shop experience for our customers to find their style.As an extended arm of Cato Corporate in Asia, Cato Overseas is searching for an experienced Human Resources Manager / Senior Human Resources Manager to manage our human resources programs and initiatives that are effective, efficient, and aligned to overall business objectives.This is a regional role on Human Resources. The ideal talent should possess a high work ethic, excellent communication skills, with outstanding knowledge of labor regulations and human resources practices, strong organizational skills and excellent interpersonal skills. The exceptional talent should process designing accountability mechanisms to improve human resources processes, implement strategies that support business growth, forecasting staffing needs, mitigating risk, managing budgets, structuring benefit packages, attract the best recruits, promote the organization’s values, enhance safety and wellness, maintaining employee records and overseeing overall employment needs.ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Keep Regional Managing Director align on recruitment strategies and work closely with management team to meet staffing needs within budget restraints;
  • Responsible for developing/reviewing/updating of employee manuals and assist management in setting the employment/employee policies throughout Cato Hong Kong, China and Asia offices;
  • Recruit/hire right talent for Cato Hong Kong, China and Asia offices manage/develop all employee agreements;
  • Compliance to all employment/labor regulations and benefit practices throughout Hong Kong, China and Asia;
  • Develop programs that will keep turnover to a minimum. Be a touch point for all employees that need assistance, help with conflict resolution, counsel in improving performance;
  • Responsible for new hires orientation programs for all levels;
  • Manage staff of Human Resource department;
  • Source candidates, conduct pre-screening of candidates to present to hiring manager, initiate the interview process and monitor all new hires processes for compliance with company hiring procedures;
  • Manage annual review, salary administration, annual bonus processes and any long-term incentive programs;
  • Prepare all appraisal materials and work with Regional Managing Director on annual merit review and addition incentives.

QUALIFICATIONS:

  • EDUCATION: Degree holder in human resources management or over 10 years of human resources managerial experience with regional exposure.
  • WORK EXPERIENCE: A minimum of 10 years’ experience in Human Resources with at least five years in recruitment and general human resource management from a buying/sourcing office. Hands-on with employment laws, benefits and regulations for Hong Kong, China, Vietnam and countries in South Asia is an added advantage.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

  • Clear and excellent verbal and written communication skills.
  • Ability to work independently, multi-tasking with high ethical judgment.
  • Ability to analysis data/trends to facilitate/solve people issues, manpower and budget planning
  • Ability to work well under pressure and tight deadlines.
  • Hands-on with strong knowledge of labor laws and regulations in Hong Kong, China and other South Asia countries
  • Highly organized, detail-oriented, excellent administrative and time-management skills.
  • Strong computer literate in MS Office – Outlooks, Word, Excel and Power Point
  • Exceptional business standard in spoken and written of English, Cantonese and Mandarin; and ability to read Chinese.
