Build the transmission sector workforce to enable development/maintenance of the National Grid, increased electrification, and net carbon zero.Transpower has a dual role as New Zealand’s owner and system operator of the National Grid. As the transmission network asset owner, we keep the energy flowing – transporting high voltage electricity from where it is generated to cities, towns, and some major industrial users nationwide. As System Operator, we operate the electricity market and power system 24 hours a day, 365 days a year.A lifeline utility and essential service, we currently employ over 1,000 people nationwide, with an extended Service Providers whānau of over 3,000 who deliver the construction, maintenance, and fault response on the National Grid.Our ContextWith accelerating demand for electrification to meet climate change goals and a carbon-zero future, our organisation and the service providers we work with will continue to scale their workforce. It’s critical that our vocational training pathways support this growth. Additionally, our operational training must continue to enable the controllers who operate the power system and ensure the reliability of the National Grid.Our National Grid maintenance work programme is expected to grow by ~25% between our five-year regulatory control period . Demand for electrification will continue beyond this, as will the respective workforce growth.Maintaining and developing the National Grid relies on a highly trained workforce, and our forecasts suggest that by 2030 the number of service providers needed to provide grid infrastructure work will increase by 60-100%. This workforce includes line mechanics, power technicians, substation maintainers, tower painters, and maintenance switchers (to name a few).An exceptional opportunity for an experienced people leaderYou’ll work alongside the Executive General Manager People, and key stakeholders – including the Executive Manager Grid Delivery, EGM Operations, and senior leaders from our Service Provider organisations – to develop, implement, and deliver of the Transmission Sector Workforce Plan.Two existing training functions support this purpose:
(our Private Training Enterprise), which delivers training to Service Provider staff who work on our National Grid Assets * Operations Training, an internal function which supports learning and the development of our systems operations staff.Sector Workforce Development vertically integrates our existing functions as a Centre of Excellence based in Christchurch, Wellington, and Palmerston North to provide specialist development and delivery of comprehensive technical training and development.You’ll lead a team of nine direct reports and a function of 16 permanent staff to design, build, deliver, and quality assure learning outcomes.Leading the partnering, engagement, and influencing of key stakeholders and our Service Providers, you’ll position the Transmission Sector as an attractive career option. You’ll ensure clarity of career pathways and optimised programmes of learning to enable this.Naturally inquisitive and a proven, inspiring change leader at a sector level, you’ll keep abreast of emerging learning technologies and evaluate potential benefits for Transpower and learners. You’ll maintain awareness of, and where appropriate, benchmark international practices and systems utilised by asset management and system operations entities.What will you bring?Results and performance-orientated, with outstanding communication and engagement skills, you’ll have quantifiable achievements demonstrated through metrics and measures in an enterprise (ideally sector-level) workforce capability development, planning, and delivery role.Your resume and cover letter will clearly convey:

  • Experience (including with vocational training/private training establishments) and change leadership. You’ve led and built the capability of a geographically dispersed team and managed a large departmental budget. In this role, you’ll be writing the business case to support organisational change regarding the workforce of tomorrow and will be instrumental in driving this home .
  • Stakeholder engagement and comfort influencing cross-sector, including interrogating and synthesising data and metrics for insights and opportunities to improve performance.
  • Good understanding and experience of learning and development strategies and frameworks.
  • A relevant tertiary qualification/s that demonstrates your commitment to learning.
