Job description: About the role:Are you an experienced regulatory leader ready to shape the future of community wellbeing, compliance, and public safety? We’re looking for a values-driven Head of Regulatory to lead our committed team and champion effective, transparent regulation that serves both our community and statutory obligations.As part of the Development and Growth Leadership Team, this role is a rare opportunity to lead across a diverse and impactful portfolio — from environmental health and food safety to animal control, alcohol licensing, and parking enforcement. You’ll be responsible for ensuring the smooth, compliant delivery of regulatory functions under key legislation including the Resource Management Act, Dog Control Act, Sale and Supply of Alcohol Act, and others.The salary band for the Head of Regulatory goes from $139,008 to $179,893 with the mid-range being $163,539. Starting salaries will be based on knowledge, skills and experience the successful candidate brings to the role, and relativities both, within the immediate team and in the wider Council for the same or similar roles.What you’ll be doing:

• Providing clear, consistent, and values-based leadership to a multidisciplinary regulatory team.
• Ensuring compliance with a wide range of legislative frameworks and council bylaws.
• Overseeing financial planning, budgeting, and fee-setting for all regulatory services.
• Managing enforcement actions, public enquiries, licensing, and monitoring activities.
• Supporting Council’s governance by delivering transparent, timely reporting and insights.
• Leading emergency regulatory responses in coordination with the Civil Defence Controller.
• Acting as District Licensing Secretary and supporting the District Licensing Committee.
• Championing customer service, continuous improvement, and effective stakeholder engagement.

About you:We’re interested in hearing from experienced leaders who are forward-thinking, skilled at building strong interpersonal relationships, and confident communicators across diverse audiences — all while contributing to success in a challenging and ever-evolving regulatory environment.You will also have:

• 10+ years’ experience leading regulatory or related functions in a large, complex, multidisciplinary organisation.
• A strong grasp of digital tools and systems, with proven ability to leverage technology to drive innovation and improve service delivery.
• A track record of leading significant organisational and cultural change, with a collaborative and strategic approach.
• Proven capability in developing high-performing teams and achieving goals within a values-based leadership framework.
• Excellent communication skills – adaptable across technical, community, and governance audiences.
