Job description: Strategic Prioritise· Represent HR on committees and projects teams as designated, including actively contributing to the future plans of the Hospital.· Identify means to provide better delivery of services.· Support the Executive Management Team (EMT) – Secretary General Manager, Master and Director of Midwifery & Nursing – through the development and implementation of best practice evidence based human resources service in line with the NMH vision, mission and values.· Develop strategies that promote the NMH as an employer of choice.· Workforce Planning: Work closely with the EMT to identify both the immediate and future staffing requirements of the hospital.· Oversee staff recruitment, selection and retention to ensure ongoing compliance and also that the immediate and future staffing needs of the hospital are met.· Is accountable for ensuring the review and updating of HR Policies and Procedures to ensure compliance with employment legislation and best practice.· Maximising use of available resources and technology to meet current and future demands. Promotes value for money by evaluating and implementing appropriate measures.· Work with the EMT in identifying and implementing organisation development (OD) initiatives that are in line with the hospital strategy and goals.· Oversee the provision of a quality, efficient day to day HR service throughout the organisation.Leadership, Management and Operations· Position the HR function as an enabler i.e. supporting all staff in the delivery of quality and safe care to our patients.· Supports the development of leaders to enable managers to manage effectively and have an awareness of employment law.· Oversees the management and further development of the Human Resource Information System’s and all associated HR data, reporting and documentation.· Ensure all HR policies are up today and comply with employment law.· Project work as required.· Oversee’s the production of regular and ad-hoc HR reports as required by Human Resources Manager, Hospital Management and Health Service Executive· Ability to motivate and influence a range of stakeholders to deliver continuous improvement to our patients and services.· Proven track record in HR Management and commitment to best practice, continuously developing a responsive and progressive HR service.· Ability to present and analyze complex HR and Workforce related data and apply appropriate responsive actions.· Supports them management performance and underperformance both in HR and across the organization.· Be accountable for the development, delivery and reporting on service plans both locally and regionally.· Excellent problem solving skills and ability to involve team and relevant stakeholders as appropriate· Provide strong visible leadership and direction across the HR function in partnership with the HR Manager and HR team to ensure that the HR Strategy and supporting programmes of work are effectively delivered.· Develops effective partnership working with internal and external· organisations and stakeholders.· Participate in planning activities and input into projects associated with the transitioning of services to the Elm Park campus.· Is accountable for ensuring that the HR function remains credible, reliable and practicing to high and consistent standards at all times while compliant with employment legislation.· Provide support and advice to senior managers in the Hospital on a wide range of complex and specialist HR issues.· Represents the hospital at meetings with external agencies/bodies/groups· Lead and manage organisational wide training and development including identifying training needs and oversee the NMH on-line learning management system.· Participate in HR Clinics and information sessions for all staff & Managers, as required.· Oversee the compliance with mandatory training requirements.Employee / Industrial RelationsHold overall responsibility for;· The management of all industrial relations including negotiating with staff representatives and trade union officials.· Liaise as required with IBEC, HSE Corporate Employee Relations and other appropriate institutions on IR matters.· Represent as required the Hospital, with the support of IBEC/HSECER, at third party hearings.· Represent the Hospital as required on appropriate health service committees.· The development of a Progressive Industrial Relations environment.· Participation in formal Grievance and Disciplinary meetings and Investigations as required.· Advise, assist and support managers on employee relations matters including: Attending formal or 3rd party meetings as required.· Provides advice on best practice on Industrial Relations/Employee Relations issues.· Provides advice and ensures compliance with HR procedural matters and application of Grievance, disciplinary, Sick Leave procedures and conducting of hearings.· Be accountable for the implementation of agreements reached internally or externally by a third party.· Liaise with Occupational Health as required.· Support Employee Relations matters associated with the transitioning of services and the future National Maternity Hospital move to the new campus at Elm Park.· Foster a positive Employee Relations climate by developing effective partnership working relationships with trade union representatives and staff both on an individual and collective basis.· Keeps up to date on all public service circulars and agreements and ensures they are implemented accordingly.· Adopt a consultation/partnership approach to problem-solving.
