  • Deliver the strategic priorities and plans relating to Asset Management within Property Services ensuring good quality customer services through delivering a range of comprehensive services to meet identified needs and aspirations, ensuring financial viability
  • To provide vision, leadership and management in delivering customer focussed, efficient and effective Asset Management services.
  • To lead on the delivery of Tuath Housing Association’s asset management strategy, maximising the return on investment of our property portfolio.
  • To ensure we are compliant with all statutory, contractual, Health and Safety legislation and our regulators requirements.
  • To manage annual budgets ensuring corrective actions are taken to avoid unnecessary over or underspend at year end working in collaboration with finance.
  • Work in collaboration with other colleagues to deliver seamless services across the housing, asset, and property management functions.
  • In all aspects of the organisations work, promote effective communications, excellence in customer services and focus on continuous service improvement.
  • Represent the organisation externally. Be pro-active in the development of key partnerships, working with key stakeholders to ensure effective coordination, delivery of services and growth opportunities for the organisation.
  • To be an effective leader able and willing to lead from the front. The post-holder to work at both a strategic level, working closely with Director of Property Services and Head of Property Services and lead on operational issues as required.

Technical Knowledge

  • Technical knowledge relating to building construction methods and materials, building standards and defects, schedule of rates, building design and services.
  • A good working knowledge of relevant statutory frameworks applying to residential properties.
  • Able to inspect and diagnose repairs, recommend solutions and produce simple specifications and schedules of work.
  • Provide advice and guidance on building maintenance and property services to colleagues.
  • Communicate technical matters effectively to a non-technical audience.

Asset Management

  • To work with the Director of Property Services to develop the directorate’s asset management strategy. To work with colleagues to deliver such plans, monitoring progress against KPI’s and milestones.
  • Work with the Director of Property Services to take a strategic approach to future housing investment, financial and viability appraisals for new schemes, alongside developing plans for properties with poor financial, environmental and/or market performance.
  • Maintain up to date data on stock condition, values of properties in a way that informs investment and asset optimisation decisions and the association’s repairs and maintenance function.
  • To ensure a continuous and ongoing process of updating stock condition data is in place and utilised in devising planned maintenance schedules.
  • Preparation of budgets for annual planned and cyclical maintenance investment programmes.
  • Oversee Asset Management software system to ensure data held on assets and components is accurate and up to date and is able to generate LCC reports to support business decisions

Procurement and Contract Management

  • Develop, implement and monitor effective client-side management arrangements including appropriate contracts/SLA’s with external contractors which ensure the delivery of high quality, Value for Money services.
  • Ensure the effective procurement and delivery of planned and cyclical maintenance services and programmes achieving or exceeding agreed KPI’s and financial targets to provide value for money, ensuring our stock is maintained to the highest possible standard to meet the needs of our customers.
  • Demonstrate financial awareness and ensure the delivery of effective budgetary control and efficiencies within the organisation, always ensuring Value for Money.
  • Effectively communicate relevant business and performance data to the department, customers and stakeholders as appropriate.
  • To lead on warrantees and defects in relation to planned maintenance programmes.
  • To liaise with architects, surveyors, employer’s agents and others as necessary in order to deliver planned and cyclical programmes where external professional services are engaged.
  • Work to develop viable and sustainable contractor to supply chains to maximise interest in procurement competitions for planned and cyclical works contracts.

Compliance

  • Ensure the association complies with all property related Health and Safety legislation and regulations, including but not exclusively, Asbestos, Gas, Electrical, Fire and Water / Legionella safety.
  • Ensure that policies, procedures and processes are fit for purpose and kept up to date in relation to legal or regulatory changes.
  • To maintain up to date knowledge on Policy at a national and local level; to use this knowledge to inform Tuath Housing Association of any relevant changes and to develop and or enhance existing policies and procedures.

Requirements

  • A relevant 3rd level qualification (Level 7 NFQ or above) in Building Surveying, Construction Management or a similar construction related qualification and 5 years management experience OR 6 years’ managerial experience in the Housing Sector
  • Minimum of 5 years’ experience in the management of a Property Services Team within the social housing sector.
  • Proven leadership skills with a record of managing staff for a minimum of 5 years.
  • Experience in contributing to the growth, organisational structure and development of a team
  • Previous technical / construction experience in housing.
  • Provide inspirational leadership and direction – lead, motivate and influence staff at all levels
  • Experience of preparing / managing cyclical / planned works maintenance programme.
  • Experience in procurement / contract supervision.
  • Experience of delivering customer focussed services, which have been shaped and informed through meaningful engagement with residents.
  • Must be able to demonstrate experience of supervising performance and achieving key performance indicators.
  • Can inspire change, motivate and develop staff at all levels, and to deliver consistent success.
  • Ability to collate and analyse data and provide relevant written reports.
  • Ability to work with accuracy and attention to detail.
  • Good problem solving, communication and negotiation skills
  • A knowledge and understanding of building pathology.
  • Up to date knowledge of Landlord Health and Safety, able to evidence a track record of ensuring compliance in this area.
  • Knowledge of Technical Guidance Documents / Building Control Requirements.
  • Financial control and budget management skills.
  • Extensive knowledge and experience of contract negotiation and management
  • Experience in using Microsoft packages and I.T. skills to intermediate level including the use of word and excel.
  • Ability to conduct work planning and prioritise to optimise performance of a team.
  • Ability to allocate resources and responsibilities within a team to deliver business results.
  • Manage internal and external team relations.
  • Decision making abilities and strong communication skills.
  • Ability to be self-motivated, work on own initiative and also be part of a team
  • The ability to handle sensitive and confidential information.
  • A high level of organisational skills and the ability to prioritise workload and meet deadlines.
  • Willingness to work outside normal office hours on occasions such as attending lunch & evening meetings.
  • Willingness to travel and if required overnight stays for work purposes.
  • Full driving licence and use of car / Ability to meet the mobility requirements of the post.
