You could be one of our 3100 committed team members who are up to the challenge.About the roleAs Head of Annual Works Plan, Strategic Planning, you will oversee the development of long-term asset strategies, investment plans, and lifecycle models that underpin the sustainable management of V/Line’s infrastructure. Reporting to the Director, Asset Management & Performance, you’ll play a critical role in shaping the Annual Works Plan (AWP), aligning investment priorities with business and state objectives, and delivering compelling, evidence-based business cases to executive and departmental stakeholders.This is a strategic leadership role that combines foresight, technical expertise, and exceptional communication skills to influence the future of Victoria’s rail network.Key accountabilities include:· Lead the strategic planning and investment cycle for the AWP across maintenance and capital programs.· Develop and present persuasive business cases and investment scenarios to senior leadership and government.· Oversee the creation of asset strategies and lifecycle plans that optimise cost, risk, and performance.· Support continuous improvement in maintenance planning, asset modelling, and investment prioritisation.· Provide expert advice on asset risk, performance, and long-term planning to executive stakeholders.· Ensure alignment with ISO 55001 and leading asset management practices.· Inspire and guide a cross-functional team of asset professionals to deliver strategic outcomes.· Enhance data-driven decision-making through improved planning tools and systems.About youYou are a strategic thinker and an effective communicator with a strong background in asset management and infrastructure planning. You bring a proven ability to collaborate with senior stakeholders, develop compelling business cases, and guide high-performing teams in complex, asset-intensive environments.Our ideal candidate will possess the following:· Extensive experience in strategic asset management, infrastructure planning, or investment strategy.· Demonstrated expertise in business case development and presenting to executive and departmental audiences.· Strong understanding of asset lifecycle planning, risk-based maintenance, and performance optimisation.· Demonstrated experience in leadership of cross-functional teams in complex, regulated environments.· Familiarity with ISO 55001 and strategic asset management frameworks.· Risk and change management experience.· Excellent written and verbal communication skills, with the ability to simplify complex concepts.· High-level stakeholder engagement, negotiation, and conflict resolution capabilities.· Strong business acumen, analytical thinking, and a continuous improvement mindset.· Demonstrated alignment with V/Line’s values of responsiveness, integrity, impartiality, accountability, respect, leadership and human rights.Qualifications· Tertiary qualifications in Engineering, Asset Management, Business, or a related field.A full position description will be made available to interviewees.If your skills or experience don’t exactly match our listed requirements, we still encourage you to apply.
