The AEC’s focus is on electoral integrity through the values of quality, agility and professionalism.The TeamThe Finance and Corporate Performance Branch is responsible for supporting the AEC to meet its obligations under the Public Governance, Performance and Accountability Act 2013 (PGPA Act) for the efficient and effective use of public resources.The Branch consists of four sections: Financial Accounting and Services, Management Accounting, Corporate Performance and External Budgets and Strategic Sourcing and Systems. It is a fast-paced environment, but we have a great team who work well together, sharing knowledge and supporting each other in our day-to-day activities.Financial Accounting and Services provides a wide range of financial services (such as accounts receivables/payables, travel, credit card and debt management) and treasury functions as well as financial reporting activities (end of month reporting, reconciliations and the preparation of the AEC’s annual financial statements).Management Accounting provides financial advice to the Executive across the AEC to deliver strategic, insightful analysis to support decision making. Provision of management accounting advice is critical to the financial management of the AEC to support data driven decision making and create a shared sense of purpose to deliver on the AEC’s objectives.Corporate Performance and External Budgets supports the AEC’s management of matters relevant to performance planning and reporting frameworks, including the publishing of the Corporate Plan and Annual Report, manages and delivers the AEC’s external budget framework and the day-to-day matters of reporting on large scale electoral events, internally and externally.Strategic Sourcing and Systems is a small and dynamic section, which provides specialist in house advice on a range of complex procurement and contract management matters as well as the management of supporting financial systems to ensure that all AEC business areas receive fit-for-purpose support and advice.The OpportunityThe AEC is looking for learning and development professionals at the APS 6 and EL1 classification to support the development and delivery of contemporary learning solutions to support the uplift of capability and performance of the AEC’s workforce.Finance Officer roles assist the Management Accounting team, including Internal Budget and Finance Business Partner, to provide high level management accounting services and advice including the development and management of budgets to promote financial sustainability.These positions also participate in team planning for short term tasks and contributes to strategic planning for longer term initiatives. You will utilise your expertise across a range of activities relating to the design, development, delivery and evaluation of national learning and development programs across the AEC.To excel you’ll have:

  • Experience in assisting in managing financial support, contributing to budget preparation and financial performance monitoring and reporting.
  • Ability to assist in developing and monitoring the internal budget framework including reporting functions.
  • Skills to engage with key staff and management in budget preparation and discussions (including operating, capital and project budgets), costing exercises and reporting of forecast income and expenditure.
  • Ability to assist in coordinating financial governance requirements and promote compliance with the financial management frameworks.
  • Expertise to assist in providing advice in relation to complex problems and ensure quality of outputs for the work area.
  • Skills to build and sustain relationships with stakeholders and subject matter experts to deliver financial management outcomes for the AEC.
  • Expertise to perform additional duties or assume responsibility of functions as directed by management from time to time.

Desirable

  • Hold tertiary qualifications in accounting or working towards attaining qualifications, as well as, demonstrated knowledge of TechnologyOne.

Assistant Director role manages a small team to provide strategic financial advice to management to support decision making and deliver the AEC’s objectives. The role will work closely with diverse stakeholders and will be expected to engage and collaborate as an influential member of the team. The Finance Business Partner will focus on designing and delivering fit for purpose training materials and approaches to lift people capability and support adoption.To excel you’ll have:

  • Experience in providing leadership and direction to ensure a high-level of integration and consistency across the AEC financial management function.
  • Ability to manage and lead a team, including providing clear and consistent communication, setting clear performance and behavioural standards, managing performance, delegating responsibility and guiding and developing people.
  • Skills to assist in managing financial governance requirements and compliance with the financial management framework.
  • Ability to draw on experience and financial management expertise to provide advice on AEC and government financial matters.
  • Experience to build and sustain relationships with stakeholders and subject matter experts to deliver financial management outcomes for the AEC.
  • Expertise to assess and evaluate financial management strategy, initiatives, projects, policy and procedures and identify opportunities for continuous improvement.
  • Ability to perform additional duties or assume responsibility of functions as directed by management from time to time.
