Are you a strong, established leader with experience in maintaining and enhancing the integrity, quality and compliance of investigative processes? We’re looking for the right person to drive continuous improvement in the department’s investigative practices, proactively identify and mitigate risks, work closely with stakeholders across the department to foster a collective culture of accountability, transparency and collaboration, and implement quality assurance measures to ensure investigative processes and outcomes adhere to the Australian Government Investigations Standard.Why YOU are important to us and the impact you will have
In this role, you will directly contribute to protecting Australia’s industries, international trade, biosecurity, environment and economy. You will lead a high-performing team with a critical role in achieving the department’s vision, purpose and strategic objectives.The Compliance and Enforcement Division delivers regulatory outcomes that protect Australia from risks to our biosecurity and trade systems. Informed by science and intelligence, we set controls and deliver assurance activities to increase compliance with legislation; and respond appropriately and proportionately to any breaches. We work with internal and external stakeholders, domestically and internationally, across the regulatory continuum, responding to known and emerging risks to safeguard Australia’s agriculture, economy, trade and way of life. We manage compliance with the Biosecurity Act 2015, Imported Food Control Act 1992, Illegal Logging Prohibition Act 2012 and the Export Control Act 2020.Investigations Branch undertakes specialised activities that support the department in the performance of its regulatory responsibilities. We conduct intelligence informed investigations into serious noncompliance of portfolio legislation, utilising the full suite of regulatory sanctions available to the department, including criminal prosecution, civil sanctions and administrative actions. Adhering to the Australian Government Investigative Standards, we conduct proactive and reactive investigations across the department’s regulatory functions to disable high risk biosecurity threat networks and lone actors.What you’ll do
As the Director Investigations Standards and Assurance, your duties may include, but are not limited to:

  • Leading the Investigations Branch Standards and Assurance Team while managing ongoing operational activities and outcomes as required within legislated timeframes. You will nurture a high-performance culture through staff development, coaching and mentoring.
  • Operational planning, policy advice and program management to ensure delivery of results in compliance with Australian Government legislation, policies and standards, including the AGIS, APS Values and Code of Conduct, departmental policies and instructional material.
  • Developing, implementing and maintaining branch standards, and assurance, audit and verification protocols and activities that support the Assistant Secretary and branch leadership identify and manage operational, regulatory and enterprise risk.
  • Innovatively manage complex issues and diverse risks, display sound judgement and provide recommendations, apply excellent interpersonal skills to support integrated decision making involving operational and corporate domains across the department.
  • Develop and maintain collaborative working relationships with stakeholders including within Compliance and Enforcement Division, the wider department and with external partners and stakeholders, to manage change and implement continuous business improvement in a fluid operating environment.
  • Interpret and communicate complex technical information to key stakeholders, including providing regular performance reporting, data analysis, suggested policy reforms, and input to high-level briefs and initiatives including for the minister and senior departmental executive.
  • Effectively and influentially representing the branch, division and department in a variety of meetings and forums, such as inter-departmental meetings, international meetings and workshops.

knowledge and experience

  • Experience leading, managing and supporting staff to work collaboratively in a challenging, complex, and fast-paced operational environment.
  • A period of 5 or more years of experience in investigation management within law enforcement and/or regulatory environments.
  • Law enforcement or regulatory compliance/assurance program management and associated policy development.
  • Experience administering or demonstrated ability to quickly develop and apply a sound working knowledge of, relevant legislative, policy and procedural frameworks.
  • Experience engaging with scientific information and evidence to assist investigate and successfully achieve regulatory outcomes through a range of responses, such as enforceable undertakings, infringement notices, injunctions, providing briefs of evidence to the Commonwealth Director of Public Prosecutions for criminal prosecution, court proceedings for a civil penalty order.

Mandatory qualifications

  • Possession of an Advanced Diploma in Government (Investigations) or equivalent, or the ability and willingness to achieve this qualification within 12 months of engagement is essential.
