Our Mission – at the heart of everything we do – is to facilitate the development of a competitive communications sector in Ireland that attracts investment, encourages innovation and empowers consumers to choose and use communications services with confidence.Division overviewWholesaleComReg’s Wholesale Division is responsible for the regulation of certain wholesale electronic communications markets (fixed/mobile telecommunications, broadcasting transmission) in Ireland. ComReg is required to conduct periodic market reviews of such markets in order to assess the extent of competition within them and to decide whether regulatory intervention is required. The Division will impose obligations on any operator with market power obligations to provide access to its network to other operators. It also oversees the implementation of these obligations including using ComReg’s legal powers to enforce them. Additionally, ComReg has responsibility for ensuring compliance with competition law in the electronic communications sector basis.The role and responsibilitiesRole Overview:The Digital Investigations Manager will lead the newly established Digital Investigations team within the Wholesale Compliance and Governance unit, which is responsible for compliance investigations and enforcement. This role involves managing the handling and analysis of digital evidence, overseeing digital evidence review platforms, and ensuring the integrity and security of all forensic processes. The manager will also provide digital investigation expertise to the broader Compliance and Governance team. Reporting directly to the Head of the Compliance and Governance team, the Digital Investigations Manager will have one direct report. The Digital Investigations Manager will lead the establishment and development of the Digital Investigations team. The candidate must have proven managerial experience including recruiting and training staff, developing procedures, and overseeing the evaluation and procurement of hardware and software necessary for digital investigation activities. Candidates must also be recently engaged in a digital forensics role, bringing up-to-date expertise and insights into the latest industry practices.Key Responsibilities:Technical Expertise and Support:
- Provide expert digital forensic support to investigative teams, assisting in the analysis and interpretation of digital evidence.
- Serve as the primary point of contact for technical enquiries related to digital investigations.
- Build and develop the technical and procedural capabilities of the Digital Investigations team from the ground up, leveraging personal expertise and industry best practices to establish robust forensic processes and tools.
Evidence Handling and Management:
- Oversee the collection, preservation, and analysis of digital evidence, ensuring compliance with legal and organisational standards.
- Develop and implement protocols for the secure handling and storage of digital evidence.
Digital Evidence Review Platforms:
- Manage and maintain digital evidence review platforms, ensuring they are up-to-date and functioning optimally.
- Train and support investigative teams in the use of digital evidence review tools and technologies.
Collaboration and Communication:
- Work closely with investigative teams to integrate digital forensic findings into broader investigations.
- Communicate technical findings and recommendations clearly to non-technical stakeholders.
Quality Assurance and Compliance:
- Ensure all digital forensic activities adhere to industry best practices and legal requirements.
- Conduct regular audits and reviews of digital forensic processes to maintain high standards of quality and integrity.
Continuous Improvement:
- Stay informed about the latest developments in digital forensics and incorporate new tools and methodologies as appropriate.
- Foster a culture of innovation and continuous improvement within the digital investigations unit.
Qualifications and Experience requiredEssential:
- Bachelor’s degree in Computer Science, Information Technology, Cybersecurity, Digital Cybersecurity, Digital Forensics, or a related field.
- Proven managerial experience in leading and managing a team, including recruiting, training, and developing staff.
- Current or recent engagement in a digital forensics or digital investigations role, demonstrating comprehensive knowledge and application of the latest industry best practices, technologies, and methodologies.
- Experience in evaluating, selecting, and procuring digital forensic hardware and software solutions.
- Extensive practical experience in digital forensics, including evidence handling and investigation support, ensuring that all methodologies are legally defensible and robust enough to withstand rigorous scrutiny in litigation.
- Strong technical skills with experience managing digital evidence review platforms.
- Practical experience in acquiring, extracting, preserving, and managing digital data from a variety of technological environments, including platforms such as Microsoft and Google, with a focus on maintaining chain-of-custody and data integrity.
- Ability to work collaboratively with diverse teams and manage multiple priorities effectively.
Desirable:
- Master’s degree in a relevant field.
- Proven ability to build and enhance technical and procedural capabilities within a digital investigations setting, leveraging expertise and industry standards to develop and implement effective forensic processes and tools.
- Professional certifications such as Certified Information Systems Auditor (CISA), Certified Information Security Manager (CISM), Certified Information Systems Security Professional (CISSP), or Certified Forensic Investigation Practitioner (CFIP).
- Other recognised Irish or EU-based certifications in digital forensics and information security.
- Experience in providing expert witness support for litigation.
