Job description: The Specialised Commissioning Finance Business Partner team in the NHS England Finance and Planning Directorate is now recruiting for Deputy Director of Finance for financial management.This is a fantastic opportunity to be at the heart of work to support the NHS. We:work closely with government to agree NHS funding;ensure the NHS lives within its annual budget;decide how to distribute the funding to the different NHS services and parts of England;support innovative programmes that improve the care and experience of NHS patients or people using NHS services;set out the financial and performance priorities the NHS should be delivering each year;report how much the NHS has spent on providing services each year;explore how the NHS can make the best use of its money;look at how spend on building or equipment can improve the care and experience of people using NHS services.consider how nationally we use these resources to improve healthcare outcomes, reduce inequality, improve health and support the NHS.As a Deputy Director of Finance, you will be working very closely with colleagues across specialised commissioning to support the commissioning of over £20bn of NHS resources to deliver vital services. The postholder will support the business to get best value out of our resources, providing financial support and advice across a range of high priority national programmes and services.Main duties of the jobThe team offers high profile, fast-paced projects. Even if you feel you only meet some of the criteria, we encourage you to apply.Acting as a Finance Business Partner to the Specialised senior management team, and the commissioning function as a whole (including regional teams and local commissioners), providing effective finance support to clinical and commissioning areas. This includes support to areas such as the national Programmes of Care, Clinical Reference Groups and transformation programmes.Providing advice and support relating to payment and incentives approaches for specialised commissioning services.Effective financial management of central budgets for clinical prioritisation and service transformation, including embedding processes ensuring best value in decision making, planning and in-year monitoring of service level investments.Effective financial management of central budgets relating to high cost tariff excluded devices, specialised mandate capital resources, and high priority national programmes such as genomics.Contributing to ongoing programme to delegate suitable specialised services to ICBs.About usThe NHS England board have set out the top-level purpose for the new organisation to lead the NHS in England to deliver high-quality services for all, which will inform the detailed design work and we will achieve this purpose by:
